This position serves as a material planning, purchasing, expediting, logistics or field purchasing team member who, with guidance from Purchasing Management, handles project material or non-project procurement support for an office, group of overhead departments or indirect procurement category within established Material Management Plans, policies, and procedures. This role assists other material management specialists and technicians, as required. The Buyer is a key member of the Supply Chain team, responsible for executing procurement activities for materials and equipment in support of complex projects from pre-award through closeout.

• Prepare bid packages, manage bidder communications and clarification meetings and administer quotation timelines with supervision • Conduct commercial bid evaluations evaluating pricing, terms, delivery and compliance with supervision • Monitor and report purchasing discipline documents from engineering pre-commitment through to purchase order issuance • Validate supplier invoices and resolve discrepancies in a timely manner • Perform purchase order close-out activities in accordance with project procedures • Perform self-audit of purchasing files and procedure compliance • Collaborate closely with Engineering, Construction, Logistics, and other project stakeholders • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies • May need to travel to attend to business related matters • Meet expectations on attendance and punctuality • Other duties as assigned

• Accredited four (4) year Bachelors degree in Business, Communications, Economics, or Supply Chain or global equivalent and no required work-related experience

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner
