Site Safety and Health Officer (SSHO) - Federal Construction (VA/NAVFAC/USACE/BLM/NPS)

Position Overview
We are seeking an experienced Site Safety and Health Officer (SSHO) to lead and manage safety programs on construction and operational projects, with a focus on compliance for federal and healthcare facilities. The SSHO will develop, implement, and enforce safety and infection control plans, coordinate with contracting agencies (VA, USACE, NAVFAC, BLM, NPS), and provide hands-on oversight to protect workers, visitors, and patients. The ideal candidate has strong construction and site safety experience within healthcare facilities (ICRA/infection control experience), relevant certifications (EM 385, OSHA 30, CSP preferred), and familiarity with federal contract safety requirements and 29 CFR 1926.

Key Responsibilities
  • Develop, implement, and maintain Site Safety and Health Plans (SSHP) and Infection Control Risk Assessments (ICRA) for construction and renovation projects, including hospital and VA facilities.
  • Perform daily and periodic site inspections, hazard assessments, and safety audits to ensure compliance with federal, state, and local regulations (including 29 CFR 1926) and client-specific requirements (VA, USACE, NAVFAC, BLM, National Park Service).
  • Provide on-site safety oversight and direction during construction activities, including monitoring work practices, use of PPE, fall protection, lockout/tagout (LOTO) procedures, and safe equipment operation.
  • Coordinate with project management, subcontractors, and client safety representatives to resolve hazards, implement corrective actions, and verify completion of mitigation measures.
  • Manage incident investigations and reporting, maintain safety records, and track corrective action items to closure. Prepare accident/near-miss reports and present findings and lessons learned.
  • Deliver safety training and toolbox talks to project personnel on topics such as OSHA 29 CFR 1926 requirements, LOTO, fall protection, hazard communication, infection control, and site-specific procedures. Facilitate OSHA 30 and other required training where applicable.
  • Ensure compliance with EM 385 (U.S. Army Corps of Engineers safety and health requirements) and other federal contract standards; support NAVFAC and USACE submittals and safety deliverables.
  • Support infection control protocols in healthcare settings, coordinating with hospital infection control teams to minimize risks to patients and staff during construction activities.
  • Serve as the primary point of contact for client safety reviews and external audits; prepare and present safety documentation, permits, and certifications.
  • Participate in pre-construction planning and safety input during design reviews, constructability meetings, and contract mobilization to integrate safety into project delivery.

Qualifications

  • Minimum 3 years of site safety experience on construction projects; experience working on federal contracts (VA, USACE, NAVFAC, BLM, National Park Service) required.
  • Current certifications: OSHA 30-Hour Construction Safety, EM 385-1-1 compliance training, and Lockout/Tagout (LOTO) training. Certified Safety Professional (CSP) or equivalent strongly preferred.
  • Demonstrated knowledge of 29 CFR 1926 and other relevant OSHA standards, infection control practices for healthcare construction, and federal safety contract requirements.
  • Experience managing safety on hospital and healthcare renovation projects, including infection control risk assessment (ICRA) and coordination with hospital infection control staff.
  • Proven ability to conduct incident investigations, prepare reports, and implement corrective actions; strong recordkeeping and documentation skills.
  • Excellent communication and interpersonal skills; ability to lead safety meetings, deliver training, and coordinate with multiple stakeholders including client safety reps and regulatory agencies.
  • Ability to work on-site full-time, travel between project sites as needed, and respond to safety incidents outside normal hours when required.
  • Education: Associate or Bachelors degree in Occupational Safety, Construction Management, Environmental Health, or related field preferred; equivalent experience will be considered.
