If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. * Support the evaluation planning process by updating the learning agenda and annual evaluation plan to identify and set priorities for evaluations. * Design studies, including formulating research, evaluation, or analysis questions, project objectives, hypotheses, data collection and measurement (qualitative and quantitative) strategies, and rigorous approaches for testing hypotheses. * Coordinate with and provide support and assistance on design, conduct, interpretation, and use of research/evaluation, performance management, and analyses to Fiscal Service, its business areas, Treasury, and other federal, state, and local entities. * Serve as liaison with research/evaluation, policy, and practitioner experts, public sector leaders, and other stakeholders to obtain input on broad research/evaluation directions and specific projects, and to promote understanding of study findings as well as bureau issues, programs, policies, and populations. * Interpret data and findings to inform the development of agency initiatives, policies, and practices. * Prepare papers to convey and interpret study findings for use by other professionals, including papers for presentation at professional meetings. OR A Ph.D. or equivalent doctoral degree. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
