Sr. Transit Planner

Job Summary The Senior Transit Planner assists the Director of Planning & Scheduling in planning and managing transit service development. Responsibilities include short‑term planning, performance evaluation, cost analysis, regional coordination, and the development, recommendation, and implementation of service plans that reflect the agency’s goals and objectives. Responsibilities Lead the service change process by developing and implementing short‑range service plans and coordinating them with city officials. Improve route efficiency and effectiveness by responding to, investigating, and addressing citizen requests, suggestions, and complaints. Review data to modify existing service and establish new routes based on in‑depth research and analysis. Support multimodal transit service, high‑capacity transit expansion, and corridor‑level and system‑wide improvements eligible for Federal Transit Administration funding. Collaborate with federal, state, local governments, and other agencies to secure guidance and approvals through planning, analysis, design, and implementation. Analyze statistical data to evaluate ongoing service effectiveness and recommend new or modified service. Provide support and analysis for service planning and scheduling, especially the annual service plan and new service development. Assist in the conception, development, and implementation of transit service planning projects, working with jurisdictional representatives to align projects with departmental objectives. Develop short‑range plans for implementation of new or modified routes and manage related projects. Assist the Director in preparing the agency’s annual Transportation Service Plan (TSP). Support planning and capital project activities to advance multimodal transit strategies and FTA New Starts/Small Starts projects through approval and funding. Coordinate public participation programs supporting the planning process and public involvement in corridor studies and project planning. Develop and review NEPA and environmental documentation for corridor study efforts. Analyze key performance data, generate graphics, and create narratives, maps, and spatial data concerning ridership and demographics. Create, upload, and manage GIS data layers and metadata, including data from the American Community Survey, U.S. Census Bureau, and other regulatory agencies. Enter and maintain current demographic, socioeconomic, environmental, community, and transportation data in ArcGIS. Manage the collection, analysis, and interpretation of data to develop reports and respond to data and statistical inquiries. Serve as project manager for various transportation projects and facilitate interdepartmental and outside agency coordination. Assist in the development of the HRT long‑range Transit Strategic Plan as required by state law. Assist in developing route performance standards, collecting data, and conducting research to disseminate management reports. Lead research, development, and implementation of public transit service, including new or modified routes, bus stops, schedules, and emerging modes. Manage detours and disruptions to scheduled service and assemble related statistical data for reports. Provide financial analysis and cost estimates related to plan implementation. Coordinate internal and public meetings concerning new or revised transit services and other service changes. Maintain records in compliance with Hampton Roads Transit Records Management Policies and Procedures. Perform other duties as required. Required Knowledge, Abilities, and Skills Knowledge of transit planning techniques; ability to manage and analyze data sets and layers using ArcGIS, Excel, and related tools; proficiency in writing clear, understandable documents on complex planning issues; working knowledge of NEPA, FTA’s Capital Investment Grant Program, and related federal regulations; strong project management, organization, and prioritization skills; excellent oral and written communication; independent judgment; time‑management and customer service skills. Required Software Knowledge Internet, e‑mail, ArcGIS Pro, Microsoft Office (Word, PowerPoint, Excel), HASTUS, GFI Network, Transit Master. Training and Education Graduation from an accredited college or university with a bachelor’s degree in planning, transportation, urban studies, engineering, or a related field. Previous work experience in transportation or urban planning is required. Appropriate experience may be substituted for the degree. Successful demonstration of analytical, quantitative, and verbal skills is required. Experience At least five years of prior work experience in transit or urban planning is desirable, with intermediate level analytical, quantitative, and verbal skills. Licenses or Certificates Valid Virginia driver’s license. Obtain a Virginia driver’s license within 60 days of hire if the applicant’s current residence is elsewhere. AICP certification is preferred.
