IT Liaison

The Federal Retirement Thrift Investment Board (FRTIB) is seeking a talented and motivated professional to serve in the role of IT Liaison. As part of our team, you'll contribute to the stewardship of the Thrift Savings Plan (TSP)--the largest retirement plan in the U.S.--and help deliver exceptional service to federal employees, members of the uniformed services, and beneficiaries. Responsibilities Provides technical assistance related to the coordination of projects and programs by tracking schedules, funds, and deliverables. Serves as a liaison between program staff that is focused on how the Thrift Savings Plan operates, and technical and legal subject matter experts focused on cyber security, privacy, and technology best practices. Performs support for surveillance and oversight activities such as the inspection and acceptance of contractor deliverables and services. Performs routine IT contractual compliance reviews, metric assessments, tracking, and reporting tasks for the agency. Provides assistance and support to address cyber security vulnerabilities and threat information. Qualifications To qualify for this position, you must meet the eligibility and qualifications listed below. Eligibility Requirement Must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational, or Technical degree or certificate from a qualifying educational institution, within the previous 2 years. A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility upon his or her release or discharge from active duty. In no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. To qualify for the grade GS-7, you meet one of the following: Successfully completed a bachelor's degree with Superior Academic Achievement (transcripts required). To qualify for superior academic achievement you must have completed the requirements for a Bachelor's degree from an accredited college or university with either: (1) class standing in the upper third of a graduating class or major subdivision; or (2) a grade point average of 3.0 or higher on a 4.0 scale based on four years of education or the final two years; or (3) a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; or (4) membership in a national scholastic honor society. OR Successfully completed one full academic year of graduate-level education in Business, Information Technology, Public Administration, or another closely related field which provided the knowledge, skills, and abilities to do the work of the position. OR Possess one year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-05 grade level in the Federal service. Specialized experience is defined as experience assisting with administrative or program support functions related to information technology, contracts, audits, cybersecurity, business processes, or similar operational programs. This experience must include all of the following: tracking work activities, deliverables, or action items; gathering and organizing documentation for reviews, reports, or compliance-related activities; coordinating with internal or external stakeholders; AND applying established policies, procedures, or instructions to complete assigned tasks. OR Have an equivalent combination of the experience described in "3" and the graduate-level education described in "2". To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of experience required; then determine your education as a percentage of the graduate education required; and then add the two percentages. The total percentages must equal at least 100 percent to qualify (transcripts required). To qualify for the grade GS-9, you meet one of the following: Possess one year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 grade level in the Federal service. Specialized experience is defined as coordinating or supporting program, project, contract, compliance, or administrative management activities related to information technology, contracts, audits, cybersecurity, privacy, or business processes. This experience must have included activities such as tracking project schedules, funds, deliverables, or corrective actions; supporting contract surveillance, deliverable review, or compliance monitoring; or coordinating information technology, cybersecurity, or privacy documentation, reviews, and remediation activities, such as Assessment and Authorization (A&A) support, Business Impact Analysis (BIA), Privacy Threshold Assessment (PTA) or Privacy Impact Assessment (PIA) reviews, or Plans of Action and Milestones (POA&M) tracking. OR Successfully completed a Master's or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D, if related. Such education must demonstrate the competencies necessary to do the work of this position (transcripts required). OR You have the specialized experience as described in "1" but less than one year; and you have more than one year but less than the required education in "2." To compute the percentage, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify (transcripts required). What Counts as Experience We consider both paid and unpaid experience, including but not limited to volunteer work with organizations like the Peace Corps, AmeriCorps, or other community groups. Volunteer work can help you develop skills that are directly relevant to this job. A full year of work means working 35-40 hours per week. If you worked part-time, we'll calculate your experience based on the actual hours you worked to add up to one year of full-time equivalent work (2,087 hours). To receive credit for part-time work, you must clearly describe your duties and responsibilities, and the number of hours you worked each week. Recent Graduate Program Completion and Conversion Eligibility: Program participants may be converted, without a break in service, to a term, career, or career conditional appointment upon completion of program requirements. The full performance level of the position to which converted may be up to the GS-11 level.
