Aviation IT Systems Lead - Service Desk & Network

The Clark County Department of Aviation seeks qualified candidates for the Departmental Systems Administrator position. This recruitment will be used to hire for various positions, including a Service Desk position and a Network position. This position is classified as exempt under the Fair Labor Standards Act and is therefore not eligible for overtime. Service Desk The Service Desk position oversees daily IT operations supporting airport systems, airline operations, and internal stakeholders. The role provides direct leadership to staff, ensures appropriate staffing, effective communication, and timely resolution of technical issues in a fast‑paced, operationally critical environment. It acts as a key liaison among staff, airport divisions, vendors, airlines, and management, promotes accountability and continuous improvement, and supports technology deliverables within construction and other airport technology projects. Network The Network position oversees the operation and management of IT facilities and structured cabling infrastructure. Responsibilities include providing lead direction to the team, maintaining and developing the Department of Aviation’s IT infrastructure encompassing facilities, structural and backbone cabling, vendor management, and radio communications systems. The position also involves planning, coordinating, and maintaining operational continuity and efficiency, and supervising assigned staff. Responsibilities Provides lead direction, training and work review to departmental staff assisting in the automation process; organizes and assigns work, sets priorities, and follows up to ensure coordination and completion of assigned work. Provides input into selection, evaluation, disciplinary and other personnel matters; may sign evaluation forms and counsel employees as required. Gathers and analyzes information regarding departmental systems and requirements and those of related departments and develops or modifies automated systems to fulfill these needs. Conducts feasibility studies and develops hardware and software specifications and cost requirements. Coordinates departmental activities with activities of the centralized information systems staff; serves as liaison between the department and information systems staff. Plans, organizes and installs departmental personal computer and network hardware and software. Develops program specifications, logic and processing steps; may code programs in a variety of languages using structural programming techniques or may modify personal computer ASSEMBLER language and related systems utilities. May install and configure personal computer and/or network systems. May install, design, maintain, and/or troubleshoot a complex computer inter‑network, including physical cable and telecommunications within the department and with other County users. Plans and develops test data to validate new or modified applications; designs input and output forms and documents. Troubleshoots hardware and software problems, as needed, for departmental user staff. Writes program documentation, user procedures, documentation and instructions and instructs departmental staff in using hardware and software applications and automated systems; conducts training programs and provides one‑on‑one instruction as required. Maintains records and prepares periodic and special reports of work performed. Maintains current knowledge of hardware, software and network technology and recommends upgrades to departmental management. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle in the course of the work to visit various departmental work sites. Qualifications Bachelor's degree in Computer Science, Management Information Systems, or related field and at least four years of full‑time professional level experience in systems analysis, design, and hardware and software acquisition in a departmental environment, including some lead or supervisory experience. An advanced degree is preferred. Experience in systems analysis and/or programming may be substituted for the education on a year‑for‑year basis to a maximum of two years. Valid Nevada Class C driver’s license at time of hire, if required for specific positions. Permanent employees must maintain a principal place of residency within Clark County and comply with Nevada motor vehicle registration and driver’s license laws within 90 days of employment. Candidates must be legally authorized to work in the United States; H1B visa sponsorship is not provided. Background check: completion of an education/experience background investigation, fingerprint‑based criminal history record check processed by the FBI, and the ability to be granted and maintain a security badge as mandated by the Transportation Security Administration. Optional; if applicable, possession of a Customs and Border Protection Security Seal, requiring a ten‑year employment and five‑year residency history record check. Physical Requirements Mobility to work in a typical office setting and use standard office equipment; stamina to remain seated and maintain concentration for an extended period. Vision to read printed materials and a computer screen; hearing and speech to communicate in person or over the telephone.
