The WorkLink Workforce Board is seeking a Business & Fiscal Manager to provide management for all fiscal operations and business services. This position plays a critical role in ensuring financial integrity, accountability, and long‑term sustainability of the WorkLink Workforce Board. The successful candidate will oversee budgeting, accounting, financial reporting, procurement, internal controls, audits, and compliance with federal and state requirements, while also developing, strengthening, and maintaining business relationships with employers throughout the region. Key Responsibilities Strategic Financial Leadership Lead and oversee all fiscal operations, including accounting, accounts receivable, accounts payable, payroll, procurement, grants, and capital project accounting. Provide strategic financial guidance to executive leadership and decision-making. Prepare and present financial reports and analyses to executive leadership, the Finance Committee, and the State of South Carolina. Serve as the primary liaison with auditors, state agencies, granting authorities, financial institutions, and external partners. Budget Development and Financial Planning Direct the WorkLink Workforce Board’s annual budget development process and consolidate departmental budgets. Monitor budget performance, conduct variance analysis, and develop financial forecasts and budget revisions. Advise leadership and staff on fiscal management, resource allocation, and financial planning. Provide training and guidance to managers on budget policies and procedures. Accounting, Reporting, and Compliance Ensure compliance with GAAP, including GASB and FASB standards, and all applicable federal, state policies. Oversee preparation of annual financial statements, state‑required reports, and the Annual Financial Report. Maintain and enforce accounting policies, procedures, and internal controls. Ensure accurate and timely processing of revenues, expenditures, and payroll. Internal Controls, Audit, and Financial Risk Management Design, implement, and monitor effective internal controls across all fiscal areas. Coordinate independent audits and oversee responses to audit findings. Conduct or direct internal reviews and reconciliations to promote compliance and financial risk mitigation. Systems and Process Improvement Oversee effective use and optimization of financial and ERP systems. Develop analytical tools, dashboards, and reports to support decision‑making. Lead initiatives to improve efficiency, service delivery, and internal customer satisfaction. Business Services Develop and sustain strategic partnerships with local employers to address workforce and talent needs. Represent WorkLink at economic development meetings and business engagement events throughout the Tri‑County region. Cultivate and maintain collaborative relationships with community partners, including economic development organizations, chambers of commerce, and other business associations. Connect employers with workforce development programs and services, including on‑the‑job training, apprenticeships, and customized training opportunities. Promote awareness of and educate employers on the value and benefits of the WIOA program. Partner with employers to identify workforce needs, hiring priorities, and employment opportunities. Assist employers in developing job descriptions and defining the skills and qualifications required for open positions. Minimum and Additional Requirements Bachelor’s degree in accounting, finance, or a related field. Progressive professional experience directing accounting or financial operations, including supervisory responsibility. Preferred Qualifications Certified Public Accountant (CPA) or comparable credential. Experience in government, or the public sector. Advanced knowledge of financial accounting, reporting, auditing, and internal controls. Thorough understanding of GASB and FASB standards. Strong leadership, analytical, and problem‑solving abilities. Excellent written and verbal communication skills. Demonstrated experience with ERP systems and advanced financial reporting tools. Valid Driver’s License and reliable transportation.
