COMMUNITY BASED PUBLIC SAFETY COLLECTIVE INC, East Orange, NJ, US 8 days ago Requisition ID: 1002 Salary Range: $75,000.00 To $80,000.00 Annually Position Overview The Program Manager leads the day-to-day implementation of The Collective's Hybrid Safe Passage model at Cleveland Metropolitan School District (CMSD). The Program Manager directs a unified team of six Safe Passage Staff — including staff employed directly by subcontracted partner organizations — who deploy together to a data-designated base school and redeploy across the district as conditions require. The Program Manager is the program's central point of data analysis, deployment decision-making, quality assurance, and compliance reporting, and is responsible for building the evidence base that will support the program's scaling from a 7-person to a 17-person model. Key Responsibilities Deployment & Operations Analyze CMSD school incident data, public safety data, Zone Lead intelligence, school partner input, and internal program data on an ongoing basis to designate and biweekly review the team's “base school” — the CMSD location with the highest rate of incidents. Direct daily deployment decisions using the program's tiered redeployment framework (full-team redeployment, partial redeployment, base school operations), including real-time decisions in response to an uptick in incidents, an active incident, or a credible probability of an incident. Lead the 6:45 AM pre-deployment briefing each operational day, communicating current situational awareness across all four zones and confirming the day's deployment posture. Coordinate morning and afternoon full-team deployments and oversee midday zone-based intelligence, mediation, and referral-support activities. Provide operational supervision to all six Safe Passage Staff/Zone Leads, including staff employed by subcontracted partner organizations, consistent with the program's deployment strategy. Lead weekly supervision meetings, biweekly deployment reviews, and monthly performance assessments. Coach staff on de-escalation, mediation, and intelligence-gathering practice as part of the program's Collect → Review → Coach → Adapt continuous quality improvement cycle. Coordinate scheduling, training attendance (quarterly Safe Passage training, annual data training, PCITI training), and day-to-day logistics across direct-hire and subcontracted staff. Ensure all referrals to High-Risk Intervention (HRI) and wraparound partners follow the program's warm-handoff protocol (no cold referrals). Oversee the follow-up log and cadence for HRI referrals (24-hour follow-up for high-urgency referrals; 72-hour follow-up for standard referrals; ongoing monitoring through Zone Leads). Maintain relationships with referral partners, including the Brenda Glass Trauma Recovery Center, ICONS, and Renounce Denounce, and CMSD counselors, administrators, and student support staff. Documentation, Reporting & Compliance Review all staff documentation (daily activity logs, zone summaries, incident reports, mediation records, referral tracking) for completeness, accuracy, and compliance. Compile and submit The Collective's consolidated monthly report to the Neighborhood Safety Fund Advisory Committee by the 10th of each month, incorporating data submitted by subcontracted partner organizations. Track and document evidence — including incidents occurring at schools not currently receiving coverage — to build the data case for scaling the program. Participate in City of Cleveland convenings and meetings as requested, consistent with grant terms. Qualifications Demonstrated experience in community violence intervention, credible messenger work, school-based safety programming, or a closely related field. Strong data analysis and program management skills; comfort synthesizing quantitative incident data alongside informal community intelligence. Experience supervising frontline outreach or intervention staff, including staff employed by partner/subcontracted organizations. Working knowledge of trauma-informed practice, conflict mediation, and de-escalation. Existing relationships with, or ability to quickly build credibility within, Cleveland's CVI ecosystem (e.g., HRI providers, Credible Messenger organizations, CMSD). Ability to work early morning hours (deployment begins 6:45 AM) and travel across CMSD school zones. #J-18808-Ljbffr
