The Department of Revenue is seeking a Revenue Administrative Manager to lead the Sales and Use Tax Section within the Audit Bureau. This position leads employees located throughout the State of Wisconsin, IL and MN. This position can be headquartered at the following office locations: Appleton, Eau Claire, Green Bay, Madison, Milwaukee, Onalaska, Wausau, WI, or Glen Ellyn, IL. Headquarters will be determined at the time of appointment with the expectation that the manager spend a portion of their time in Madison to facilitate collaboration with internal and external stakeholders. Position Summary The position serves as the Section Chief over the Sales and Use Tax Section, and supervises unit supervisors who are each responsible for supervising revenue auditors or agents. This position will manage, plan, develop, implement, administer, monitor and evaluate the comprehensive auditing program. Activities in these programs include: Full and limited scope audits of tax records at taxpayer premises or through correspondence or electronic means Preparing assessments of Wisconsin tax based on information received from the Internal Revenue Service or other third parties Letter campaigns to prompt voluntary reporting of underreported tax Reviewing returns in the processing stream to verify credits, withholding, and claims for refund The starting pay rate for this position is between $49.06 - $61.08 per hour ($102,044 and $127,046 annually), depending on experience and qualifications. The classification of this position is Revenue Administrative Manager, which is in Pay Schedule 81, Pay Range 01. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan. Background Checks : Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks. I-9 Requirements : Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. After onboarding and initial learning (approximately one year), telework may gradually increase up to 60% based on employee performance and work unit needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs. Travel: Some travel may be required to Madison, WI, and other DOR offices if headquartered at another office location. Work Schedule: This position works Monday – Friday during daytime hours. Qualifications Minimally qualified applicants will have all of the following: Experience in auditing, tax law and/or accounting. Experience researching and/or interpreting income/franchise, or sales and use tax laws. Leadership or supervisory experience (e.g., leading teams, assigning work, evaluating performance, coaching and mentoring staff, counseling or discipline, etc.). In addition to the above, well-qualified applicants will have: Experience supervising auditors, lower-level managers, or supervisors. Experience establishing performance standards or metrics and/or evaluating performance using standards or metrics. Experience researching and/or interpreting Wisconsin sales and use tax laws. Experience negotiating and resolving contested tax issues including tax status rulings, appeals, or legal settlements. Experience communicating complex concepts or technical information verbally and/or in writing to a range of audiences in a professional setting Experience leading change management OR leading continuous improvement. #J-18808-Ljbffr
