Senior NEPA Specialist/Environmental Planner

EnviroSystems is seeking a Senior NEPA Specialist / Environmental Planner to lead environmental compliance and natural resources projects. This senior-level position combines technical leadership, project and budget management, and business development in support of expanding the Natural Resources Division.

The ideal candidate will have extensive experience with NEPA and related environmental regulations, be comfortable working with limited supervision, and demonstrate the ability to generate new work through proposal development and client relationships.

Key Responsibilities

• Lead environmental compliance and natural resources projects from initiation through completion, including budgeting, scheduling, reporting, invoicing, and permitting.
• Prepare and manage cost and technical proposals; support contract acquisition and revenue generation.
• Manage project budgets and collaborate with accounting staff on invoicing.
• Coordinate and oversee field crews conducting biological surveys, monitoring, and other natural resource fieldwork.
• Prepare high-quality technical documents including NEPA analyses, Biological Assessments/Evaluations, monitoring plans and reports, jurisdictional determinations, ESA compliance documentation, and related environmental reports.
• Navigate and apply regulatory requirements under NEPA, the Clean Water Act, Endangered Species Act, and other federal, state, and local regulations.
• Serve as a liaison between private clients and local, state, and federal regulatory agencies.
• Direct federally listed species surveys, mitigation, and monitoring efforts.
• Review, analyze, and compile environmental data relevant to project requirements.
• Support Clean Water Act Section 404 compliance and Phase I Environmental Site Assessment projects.
• Manage and coordinate with federal agencies including USFS, USFWS, NPS, BLM, BOR, BIA, USACE, and FEMA.
• Collaborate with senior staff and coordinate across the Cultural Resources and GIS divisions.
• Mentor and supervise junior staff and contribute to staff development.
• Support and participate in marketing and business development efforts for the Natural Resources Division.

Required Education and Experience

• Bachelor’s degree in Environmental Planning/Science, Natural Resources Planning, Biology, Forestry, or a related field.
• Minimum of five (5) years of professional experience in NEPA planning and environmental regulatory compliance.
• Demonstrated authorship of NEPA compliance documents.

Preferred Education and Experience

• Advanced degree in a natural resource–related field.
• Specialized education in wildlife biology, botany, or environmental planning.
• Five (5) or more years of progressive professional experience.

Required Qualifications

• Extensive knowledge of and experience with federal, state, and local environmental regulations, including NEPA, CWA, CAA, ESA, and NHPA.
• Experience with environmental compliance, sensitive resources, and federally listed species surveys.
• Ability to assess environmental quality and potential natural resource impacts.
• Experience with natural resource permitting and CWA compliance for construction projects.
• Strong technical writing skills and a proven ability to produce timely, concise regulatory analyses.
• Exceptional organizational, communication, and time-management skills.
• Detail-oriented with strong logistical coordination capabilities.
• Ability to work independently while contributing effectively as part of a multidisciplinary team.
• Proven ability to work autonomously and support business growth through new project development.
