Job Title Staff Software Engineer (Programmer IV) (00058941) Organization General Land Office Primary Location Austin, Texas – GLO Main FL9 1700 N Congress Ave, Austin, 78701 Job Summary The Texas General Land Office is seeking a Staff Software Engineer (Programmer IV) within the Information Technology Services Department. This senior‑level role designs, develops, enhances, and supports enterprise applications that enable agency programs and business operations. The position supports application lifecycle activities, contributes to operational support, maintains technical documentation, and assists with continuous improvement of development practices. Responsibilities Analyze business and technical requirements; design, implement, and test software solutions. Develop and maintain application components and integrations across Dynamics 365, Power Platform, Azure-integrated, and hybrid environments. Troubleshoot complex application issues and ensure solutions meet standards for quality, reliability, security, and maintainability. Support application lifecycle activities, including release management and automated deployment. Document technical specifications and best‑practice guidelines. Provide technical guidance to peers and participate in code and design reviews. Collaborate with systems analysts, product owners, and stakeholders to translate requirements into secure, maintainable software. Promote development best practices, automation, and continuous improvement across projects. Ensure compliance with coding standards, security requirements, and operational policies. Qualifications Bachelor’s degree in computer science, information systems, computer engineering, or a related field; equivalent experience can substitute one year of experience per year of education. Position is based in Austin, TX; candidates must be located in or willing to relocate to the Austin area at their own expense. Preferred Qualifications Experience with Dynamics 365, Microsoft Power Platform, Azure-integrated, or hybrid application environments. Experience designing and implementing enterprise application enhancements, integrations, and custom solutions. Experience integrating enterprise applications with COTS or SaaS platforms. Hands‑on experience developing cloud‑enabled applications in Microsoft Azure. Ability to translate business and technical requirements into secure, scalable, and maintainable solutions. Experience troubleshooting and resolving complex application and integration issues. Experience supporting application modernization initiatives. Experience in code review, technical design review, and collaborative development practices. Familiarity with application lifecycle management, automated deployment, testing, and release management. Experience operating in complex enterprise environments where reliability, security, and performance are critical. Knowledge, Skills, and Abilities Software development methodologies, application architecture principles, and enterprise lifecycle management. Cloud‑enabled application development and deployment models, especially Microsoft Azure. Enterprise ecosystems involving Dynamics 365, Power Platform, SaaS platforms, and hybrid environments. Integration patterns for connecting applications, cloud services, APIs, and external systems. Secure software development, testing, validation, and QA practices. Application support, troubleshooting, change management, and release processes. Designing, developing, testing, and maintaining enterprise applications and integrations. Translating business and technical requirements into scalable, maintainable solutions. Developing integrations between enterprise applications, cloud services, and SaaS platforms. Troubleshooting complex application and data issues. Writing production‑quality code and reviewing peers’ code. Collaborating with stakeholders to deliver effective technology solutions. Independent judgment in complex development, integration, and support activities. Balancing project delivery, operational support, and continuous improvement efforts. Physical Requirements The role is primarily sedentary office work with routine mobility to move around the worksite. Responsibilities include extensive computer, telephone, and client/customer contact and communication. The employee must be able to move and transport records and documents weighing up to 20 pounds.
