The Regional VP, Operations & Finance requires an in-depth understanding of health plan financials and how health plan operations impact financial performance. This seasoned Health Plan leader collects, analyzes and reports on various market data to connect financial outcomes with operational effectiveness. The Regional VP, Operations & Finance requires an in-depth understanding of health plan financials and how health plan operations impact financial performance. The Regional VP, Operations and Finance in the South Central (TX, OK and AR) region is a Chief Financial Officer position with Operations elements as well. The Regional VP, Operations and Finance requires an in-depth understanding of how organization capabilities interrelate across segments and/or enterprise-wide to develop strategies to improve outcomes that support the region’s membership, medical expense, admin and margin targets. To be successful, the Regional Vice President, Operations and Finance will provide leadership and direction to the regional Finance team. In addition, this leader will serve as a member of the Regional Leadership team, collaborating with Provider Network, Health Services and Network Performance peers to lead product, network, quality and operational strategy and execution. This individual will lead the annual Medicare Advantage product bid process, working closely with enterprise product, finance and growth teams. As the Regional CFO, this leader will develop and provide fiscal and operational oversight of the regional annual budget, financial planning and projections, risk management and operational metrics and reporting. As a member of the regional leadership team, the RVP Operations & Finance must be comfortable with strategic discussions with physician and hospital leaders, and leading finance associates who identify financial drivers to performance of value-based providers. The role interfaces regularly with regional, divisional and corporate leaders. The RVP reports to the Regional President with 4 direct reports. Total team size of 9. Required Qualifications Lead regional market level strategy development process with operational leaders. Direct accountability for regional P&L and achieving margin and administrative budget targets. Direct the design and implementation of policies and procedures which result in increased performance, are properly integrated with other units, and comply with federal and state regulatory requirements Establish and maintain management and performance controls by identifying, tracking, measuring and analyzing data to highlight problems, prevent losses, contain costs and direct the development of process improvements Leads the annual CMS bid process Maintains administrative budget oversight for regional functions and provides strategic and financial analysis to support provider contracting and performance, health services and trend identification Cultivate internal and external business relationships which will serve as resources for technical knowledge and performance improvement Use your skills to make an impact Knowledge of Medicare, Medicare Advantage and Part D coverage, and participation and/or intimate knowledge of the annual CMS bid process Bachelor’s degree in Business, Finance, Accounting or a related field 8 plus years of finance experience in the health solutions industry ( preferably with 3 plus years as a CFO role or COO with finance experience) Demonstrated leadership skills. Experience building a high performing team to support a growth market Knowledge of CMS bid mechanics and bid tools Excellent communication and presentation skills Ability to collaborate in a positive manner with all levels of the organization Management and leadership experience Willingness to travel a minimum of 20% within the region Must reside in or be willing to relocate to Texas, Arkansas or Oklahoma (preferably TX) Preferred Qualifications Certified Public Accountant Master's Degree in Business, Finance, Accounting or a related field Knowledge of the South Central Region market dynamics and Value Based Care Experience working with physician groups, provider contracting, market operations, and Medicare Risk Adjustment and Stars/Quality functions Additional Information Ability to relocate or reside in Texas, Oklahoma or Arkansas (preferably TX) Scheduled Weekly Hours 40 Pay Range The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc. $223,700 - $307,800 per year This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
