Assistant/Associate Planner

Job Summary Associate Planner / Assistant Planner in the Community Development Department of the City of San Marino, California. Responsible for reviewing development plans, assisting the public, preparing studies, and supporting the Design Review Committee and Planning Commission. Responsibilities Provide assistance at the public counter regarding inquiries and requests about the City’s planning functions and building permit procedures. Review development plans for single‑family homes and commercial buildings; explain zoning requirements and procedures to contractors, architects, and homeowners. Participate in the preparation of initial studies and environmental impact reports. Support the Design Review Committee by compiling information, making recommendations, and preparing routine planning reports. Assist in making presentations to the Planning Commission, City Council, and advisory boards. Participate in zoning enforcement, review development proposals, research and draft ordinances. Coordinate City planning activities with outside departments. Perform other duties as assigned, including supervisory responsibilities if required. Qualifications Knowledge Basic principles and practices of urban planning. Current literature, information sources, and research techniques related to urban planning. Major types of construction materials and techniques. Correct English usage, spelling, grammar, punctuation, and basic mathematics. Standard office procedures, methods, and equipment including computers and applicable software. Skills and Demands Interpret building and zoning codes and City ordinances; apply environmental laws and regulations. Analyze technical and statistical information; prepare reports and presentations. Read and understand architectural, grading, and topographical drawings. Communicate clearly in person and by telephone. Operate computers and office equipment. Serve the public at the front counter; maintain effective working relationships. Observe safety rules; work in physically demanding tasks such as field inspections. Perform tasks requiring sustained attention and record‑keeping. Education and Experience Associate Planner: Bachelor’s degree in urban planning, public administration, geography, architecture, or a closely related field; two (2) years of full‑time experience as an Assistant Planner or equivalent. Assistant Planner: Bachelor’s degree in the same fields; internship experience in planning. Licenses and Certificates Valid California Class C driver’s license.
