Applicants must have on file in the Human Resources Department a copy of the appropriate valid certificate or evidence of eligibility to be appropriately certified by the Arizona Department of Education. Successful experience as a central office supervisor. A demonstrated history of building a strong, cohesive team that excels in customer service and support. A strong commitment to service and personal accountability. A minimum of three (3) years of teaching experience. A minimum of three (3) years of elementary, middle and/or high school principal experience. A minimum of three (3) years of director level or above experience. The ability to translate complex instructional vision into clear, actionable systems and structures. Ability to express ideas and concepts clearly and concisely in both oral and written form; use language and medium appropriate to the audience. Demonstrated experience in principal evaluation, coaching, and leadership development. Excellent organizational, written, communication and problem-solving/creative thinking skills. Performs other duties/tasks as assigned by the Superintendent/CEO and/or designee. About the Role: Why the role exists: The Chief Leadership and Learning Officer (CLO) is the primary executor of the Superintendent’s instructional vision for TD3. While the Superintendent sets the strategic direction for teaching and learning across the district, the CLO is accountable for translating that vision into coherent systems, structures, and practices that produce results in every school and every classroom. The CLO is the senior district leader for all school principals — the connective tissue between central office direction and school-level execution. By directly supervising a portfolio of principals and overseeing the Director of Academic and Instructional Programs and the Director of School Leadership and Community Services, the CLO ensures that the academic and leadership functions of the Student Success Enterprise operate as an integrated whole rather than parallel silos. This is a rare opportunity for an individual to step in and be a part of transforming an organization’s outcomes and student learning environments. This role commits a minimum of 30% of the workday to school visits — observing instruction, meeting with principals, and staying grounded in the realities of every TD3 campus. It also represents a chance for this person to be part of the senior leadership team of the district, and enjoy significant personal and professional growth along the way. Responsibilities & Deliverables: The CLO is held accountable for three outcomes. Everything this role does — every system built, every conversation had, every decision made — should be in service of one or more of the following: Outcome 1: Execution of the Superintendent’s Instructional Vision Translate the Superintendent’s instructional vision into district-wide systems, expectations, and action plans that are clearly understood and consistently implemented at the school level. Ensure alignment between the academic programming work of the Director of Academic and Instructional Programs and the school leadership work of the Director of School Leadership and Community Services — so both directors are always executing toward the same vision. Proactively identify gaps between the Superintendent’s vision and current practice, and develop resolution plans that close those gaps with urgency and precision. Serve as the Superintendent’s representative in schools, central office meetings, and district-wide initiatives — consistently reflecting and reinforcing the direction set by the CEO. Ensure that the district’s strategic plan goals are operationalized in the daily work of schools, not just documented in planning documents. Outcome 2: Principal Development Directly supervise, coach, and evaluate 10 principals as assigned by the Superintendent/CEO — building their capacity as instructional leaders, talent developers, and culture builders. Oversee the Director of School Leadership and Community Services in the supervision and development of the remaining 11 principals, ensuring consistent expectations, support structures, and accountability across all schools. Establish a coherent, districtwide framework for principal development that is tied directly to the Superintendent’s instructional vision and the district’s strategic plan goals. Create structures for principals to learn from one another — building a professional community that shares practice, solves problems collectively, and holds itself to high standards. Conduct rigorous, growth-oriented principal evaluations that are honest about performance and clear about expectations for improvement. Identify and develop the next generation of school leaders within TD3, ensuring the district is never dependent on external pipelines to fill critical leadership vacancies. Outcome 3: Student Achievement Own the district’s academic achievement data — monitoring progress against KPIs, diagnosing trends, and elevating issues and resolution options to the Superintendent/CEO with urgency and specificity. Ensure that the Director of Academic and Instructional Programs maintains a data-driven, continuously improving approach to curriculum alignment, instructional programming, and professional learning that directly impacts student outcomes. Hold principals accountable for achievement results in their schools — providing the support, coaching, and candid feedback necessary to drive improvement. Identify and close achievement and opportunity gaps across the district, with particular attention to the students and schools most in need of targeted intervention. Ensure that every instructional decision made at the district level — from curriculum adoption to professional development design — is evaluated through the lens of its impact on student learning. Build and sustain a districtwide culture of high expectation and shared responsibility for student success — one where no achievement gap is accepted as inevitable.
