Opportunity awaits! Role Summary Operations Data Analyst (Operations & Policy Analyst 3) – Permanent, full-time position. Salary Range: $6,276 - $9,644. Position Type: Employee. Working hours: Monday – Friday, 8:00 a.m. – 5:00 p.m. PST. Remote work considered; official workstation at Salem office but remote at local or other location considered. Key Responsibilities Use your analytical and creative skills to provide reports and detailed data and fiscal analysis on an ongoing basis. You will gather raw data, analyze the data, and incorporate it into an appropriate user-friendly format. You will use your understanding of the program intricacies; the funding associated to these programs and the systems they run to provide quality data analysis and make recommendations. This includes programs and services in the following areas: Medicaid Waivered services, In-Home Services, Community and Facility based services, employment services, and all services delivered through state, county, and brokerage staff. You will need to maintain close connections to I/DD Licensing, contracted programs serving individuals with developmental disabilities, as well as OTIS (Office of Training, Investigations and Safety) as they will be responsible for coordination of data that these two shared services provide on behalf of the individuals we serve. This includes: Developing data points and reports that will assist in identifying fiscal, systemic drivers and community barriers to effective delivery of services in the state. This crucial data may facilitate work with county, contracted and brokerage staff to identify policy and program improvements needed to support service delivery. Collaborating and understanding of the eXPRS System team (OIS (Office of Information Services), DDBSU (ODDS Business Supports Unit) and ORRAI (Office of Reporting, Research, Analytics and Implementation)), accounting, budget and policy teams and their roles. Managing several databases that must be maintained for audit compliance. These are actively increasing databases that will continue to be moved into the data warehouse. Working with our ORRAI representative and being in charge of coordinating the move of the data, as well as ORRAI to build and implement different surveys to our contractors to establish data needed in ODDS reporting to the legislature. Minimum Qualifications Seven years of professional-level evaluative, analytical, and planning work experience. Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services, or similar degree will substitute for experience based on the following: Associate’s degree in any of the listed areas substitutes for 18 months of experience. Bachelor's degree in any of the listed areas substitutes for three (3) years of experience. Master’s degree in any of the listed areas substitutes for four (4) years of experience. Doctorate degree in any of the listed areas substitutes for five (5) years of experience. Essential Attributes Attention to detail and a strong commitment to accuracy and accountability. Experience demonstrating outstanding analytical, critical thinking, and problem‑solving skills. Experience gathering, analyzing, interpreting, and reconciling financial, fiscal, contractual, or operational data, and incorporating findings into appropriate, user-friendly reports or formats. Experience working with data analysis and reporting tools, such as Tableau and/or SQL. Experience interpreting and applying policies, procedures, rules, regulations, contracts, agreements, or other requirements, including monitoring fiscal activity, expenditures, and compliance. Professional-level written and verbal communication, facilitation, coordination, and relationship‑building skills, with the ability to manage multiple priorities, exercise sound judgment, take initiative, and work effectively independently and as part of a team. Experience working in a Human Services field and/or with Medicaid services is a plus. Work Conditions Your typical work schedule will be Monday – Friday, 8:00 a.m. – 5:00 p.m. Pacific Standard Time (PST). Working remotely will be considered in filling this position. Your official workstation will be at our Salem office but the opportunity for remote work at a local office or other remote location will be considered depending on work performance and business need. The ability to report to Salem is required when business or operational needs are dependent on onsite activities. You will interpret and explain Oregon laws, rules, regulations, and operational policies and procedures. Your work will include in person, virtual and phone meetings, using a computer and other office equipment. You may have occasional statewide and national travel, including overnight stays, attend meetings, training, and other work-related activities. Requires occasionally working evenings.
