The Southeastern Mental Health Authority (SMHA) ( , under the umbrella of the State of Connecticut ( , Department of Mental Health and Addiction Services (DMHAS ( ) is seeking a mission-driven Director of Fiscal Services (PCN 153260) to provide strategic financial leadership in a highly regulated, high‑impact healthcare environment. This pivotal role ensures the continuity of essential state-funded mental health services for vulnerable populations across our region.

POSITION HIGHLIGHTS:

WHAT YOU'LL BE DOING:

  • Provide comprehensive fiscal oversight for all operations within the Southeast Mental Health Authority, including budgeting, accounting, asset management, expenditure monitoring, and financial reporting.

  • Maintain strict compliance with state and federal regulations, Medicaid cost reporting, grant requirements, and internal control standards.

  • Prepare for and respond to audits, develop and implement corrective action plans, and ensure adherence to state finance rules.

  • Ensure accurate tracking, segregation, and allowable use of funds in a high‑risk and highly regulated environment.

  • Oversee timely payments to staff, vendors, and clinical contractors to prevent service disruption.

  • Support procurement and purchasing activities in alignment with state policies.

  • Maintain the financial stability required to safeguard continuous access to medication, therapeutic services, and essential clinical resources.

  • Serve as a key advisor to agency leadership, shaping fiscal strategy and operational decision‑making.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services this class is accountable for managing fiscal administrative functions and activities of a mental health facility.

EXAMPLES OF DUTIES

  • Manages administrative and fiscal direction of a mental health facility;

  • Assists Superintendent or Fiscal Director in formulating policy and procedures governing general administration and management of institution;

  • Coordinates preparation for Joint Commission on the Accreditation of Hospitals and other accreditation surveys;

  • Develops and manages a system for ongoing administrative self-assessment and corrective action between accreditation surveys;

  • Confers with and advises clinical leaders on problems of operation management and control;

  • Carries out programs and policies of Superintendent;

  • Plans and directs administrative activities necessary for development of new mental health programs and/or expansion of existing programs;

  • Directs formulation and administration of facility budget;

  • Inspects facility building and grounds to ensure effective and efficient services and proper utilization of properties and resources;

  • Prepares, maintains and exercises facility disaster plans;

  • Leads the recruitment and hiring of staff, including outreach, interview and selection;

  • May assume a leadership role in program development by planning and coordinating both administrative and programmatic components;

  • May serve in absence of Fiscal Director or Superintendent;

  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • Joint Commission on the Accreditation of Hospitals and other relevant accreditation standards;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in public health, public administration, business administration with a specialization in health services or hospital administration or a Master of Social Work with a concentration in either administration or policy and planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Fiscal experience working in behavioral health and substance use organization.

  • Experience applying management principles and techniques.

  • Experience with principles and practices of public administration.

  • Experience with principles and practices of mental health facility administration.
