Position Summary

SD Solutions, LLC is seeking an experienced Construction Inspector (CI) to support a prospective U.S. Coast Guard construction inspection program at the U.S. Coast Guard Yard in Baltimore, Maryland.

The Construction Inspector will provide full-time, on-site construction surveillance and quality assurance for a complex Utility Energy Services Contract (UESC) involving major facility, utility, electrical, mechanical, renewable energy, and resiliency improvements.

The successful candidate will serve as an independent field inspector responsible for monitoring construction activities for compliance with contract drawings, specifications, applicable codes, approved submittals, quality requirements, and project schedules. The inspector will document construction progress, identify deficiencies, witness testing and commissioning activities, maintain inspection records, and communicate findings to Government project representatives.

The underlying construction effort includes building and infrastructure improvements involving HVAC systems, building automation, electrical distribution, site utilities, civil work, building-envelope improvements, solar photovoltaic systems, battery energy storage, microgrid infrastructure, and other energy conservation measures.

Key Responsibilities

• Perform daily on-site inspections of active construction and demolition activities.
• Verify construction work complies with approved drawings, specifications, submittals, applicable building codes, and contractual requirements.
• Inspect work across multiple construction disciplines, including civil, structural, architectural, mechanical, plumbing, electrical, utilities, HVAC, and building-envelope systems.
• Monitor installation of major equipment and infrastructure, including transformers, switchgear,
• HVAC equipment, boilers, compressors, photovoltaic systems, battery energy storage systems, and associated utility infrastructure.
• Review contract drawings, specifications, shop drawings, technical submittals, schedules, manufacturer documentation, and construction records.
• Identify, document, communicate, and track construction deficiencies and nonconforming work through resolution.
• Prepare detailed daily inspection reports, including descriptions of work performed, workforce observations, equipment, progress, deficiencies, unforeseen conditions, and photographs.
• Prepare weekly and monthly construction inspection summaries and maintain organized photographic records and deficiency tracking logs.
• Witness equipment startup, functional testing, pressure testing, hydrostatic/pneumatic testing, electrical testing, geothermal testing, HVAC testing, commissioning, and other quality-control activities.
• Monitor contractor compliance with approved safety requirements, including PPE, fall protection, lockout/tagout, hot-work permits, confined-space requirements, excavation/dig permits, and energized electrical work requirements.
• Participate in preconstruction, progress, quality-control, commissioning, punch-list, and closeout meetings.
• Monitor construction progress against approved project schedules and identify potential delays, sequencing problems, constraints, and discrepancies between reported and actual progress.
• Review construction schedule updates and assess whether reported progress accurately reflects field conditions.
• Assist with punch-list development and verify completion of corrective work.
• Review as-built drawings against actual field conditions.
• Support review and verification of O&M manuals, warranties, equipment inventories, training materials, commissioning documentation, and project closeout packages.
• Coordinate inspection activities and communicate findings professionally with Government representatives, construction contractors, subcontractors, and project managers.
• Use Procore or comparable construction management software to document and manage inspection information.

Required Qualifications

• Minimum 10 years of construction experience as a Construction Inspector, Contractor Superintendent, Quality Control Manager, or similar construction QA/QC professional; OR a minimum of 5 years of qualifying construction experience combined with a four-year college degree in Engineering or a qualifying professional credential such as PE, PMP, or QA/QC certification.
• At least 2 years of experience within the last 10 years supporting Federal Government construction projects as a Construction Inspector, Contractor Superintendent, Quality Control Manager, or comparable role.
• Demonstrated ability to read and interpret construction drawings, specifications, technical submittals, and contract documents.
• Strong knowledge of local and national building codes and accepted construction practices.
• Demonstrated hands-on knowledge across multiple building/construction trades, such as electrical, mechanical, plumbing, structural, architectural, and civil construction.
• Experience performing construction surveillance, quality assurance, quality control, or inspection activities.
• Experience preparing detailed construction inspection reports, deficiency documentation, progress photographs, punch lists, and related field documentation.
• Strong written and verbal communication skills and ability to work independently with limited supervision.
• Basic proficiency with Microsoft Word, PDF documents, digital photographs, and electronic construction records.
• Current OSHA 10-Hour or OSHA 30-Hour Construction Safety certification.
• U.S. citizenship and ability to satisfy Federal/Coast Guard personnel security and site-access requirements.
• Ability and willingness to work full-time on-site at the U.S. Coast Guard Yard in Baltimore, MD for the duration of the assignment.

Highly Desired Qualifications

• U.S. Coast Guard construction project experience.
• Five or more years of Federal Government construction experience.
• Procore construction management software experience.
• Construction projects located in Maryland and Federal construction quality assurance/quality control.
• Design-build construction and large-scale energy infrastructure or energy modernization.
• Electrical distribution and medium-voltage systems; HVAC modernization and building automation systems.
• Building-envelope improvements, site utilities, civil infrastructure, and waterfront infrastructure.
• Solar photovoltaic (PV) systems, Battery Energy Storage Systems (BESS), microgrids, resilient power systems, and geothermal systems.
• Testing and commissioning; construction schedule analysis / CPM scheduling.
• Projects performed from mobilization through final acceptance and closeout.
• As-built drawing verification, O&M manuals, warranties, and construction closeout.
• Relevant professional certifications such as Professional Engineer (PE), ICC, PMP, or construction QA/QC certifications.

Physical Requirements

• Walk and stand for extended periods on active construction sites and navigate uneven terrain and construction areas.
• Climb stairs and ladders and access roofs and equipment areas as required.
• Bend, kneel, and perform visual inspection of installed construction.
• Work in varying weather, noise, dust, and other normal construction-site conditions.
• Use required personal protective equipment.
• Lift or carry inspection-related equipment and materials up to approximately 50 pounds when required.

Security and Access Requirements

The selected candidate must be able to meet applicable U.S. Coast Guard access requirements, which may include HSPD-12 identity verification, fingerprinting/background investigation, Common Access Card (CAC) processing, and other installation access requirements. The position is unclassified and does not require a Secret or Top Secret clearance.

Ideal Candidate Profile

The strongest candidate will be a seasoned, hands-on construction professional who has spent significant time in the field inspecting Federal construction, rather than exclusively performing office-based project management. An ideal candidate will have 10+ years of construction inspection/QA/QC experience, recent Federal construction experience, Maryland construction experience, Procore proficiency, OSHA certification, and demonstrated multi-trade inspection experience. Experience with USCG facilities, design-build projects, energy infrastructure, electrical modernization, solar PV, BESS, microgrids, HVAC, utilities, commissioning, and project closeout is particularly valuable.
