Incumbents oversee and participate in work in urban design, long-range planning, current planning, community development, housing, neighborhood planning, development finance and incentives, business vitality and innovation, or other Section of the Planning Department. Supervision is exercised over subordinate professional and clerical staff. An incumbent in the classification will exercise considerable independence in the performance of duties, with work being performed under the general direction of a Deputy Director and/or the Planning Director. Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience. Bachelor’s degreeANDthree (3) years of experience in planning, management, grant management, finance, economic and/or community development.One (1) year of supervisory experience is preferred. Special Qualifications: Must be able to transport oneself or coordinate transportation to sites throughout the city during the course of the workday Pay Range: $94,494.40 with step increases to $132,704.00 Annually Benefits: Forty-hour work week. Paid leave per year: twelve days vacation; five days management; fifteen days sick; and fifteen holidays. Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by September 16, 2026 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%. Veteran Points: To claim five (5) points for veteran’s preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by September 16, 2026. Required Knowledge, Skills, and Abilities: Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks. Knowledge of city planning and research methods. Knowledge of city and neighborhood planning. Knowledge of planning research methods. Knowledge of architectural and landscape architecture principles. Knowledge of real estate and real estate construction principles and practices. Knowledge of federal, state, and local laws relating to community and economic development. Knowledge of banking and finance fundamentals related to real estate development and business. Knowledge of development and financing principles and practices. Skill in project management. Skill in conceiving, planning, and overseeing planning and design projects, the research and analysis of planning data, the preparation of detailed physical plans, and the compilation of reports. Skill in coordinating planning phases with employees of other departments, and with architects, consultants, and interested individuals and groups to explain proposed plans. Skill in preparing technical reports and to making presentations to interested groups and individuals. Ability to learn and adapt to advances in computer and electronics device technology and software. Ability to plan, schedule, oversee, and evaluate the work of subordinates. Ability to understand written and oral instructions. Ability to establish and maintain effective working relationships with fellow employees and the general public. Ability to adhere to safety policies, procedures, and guidelines. Ability to sit continuously; to stand and walk and type frequently; and to climb, reach, bend, stoop, squat, kneel, crouch, push, pull, or lift, occasionally Ability to sit for extended periods, to use up to ten (10) pounds of force occasionally and lesser amounts of force continuously to move objects. Oversees the management of an assigned section of the planning department, including management of professional and clerical staff. Represent the City in making presentations to the City Council, committees, organizations, and interested individuals. Administers boards, commissions, and committees. . Participates in committees, working groups, and partnerships internally and externally. Implements the City’s Comprehensive Plan. Oversees various programmatic funds, which may include federally funded projects, to ensure funds are properly utilized. Identifies, oversees, and manages funding opportunity applications and administration of local, state, federal, and private grants. Monitors and evaluates proposed state legislation and provides policy testimony, feedback, and recommendations in collaboration with the Deputy Director and Planning Director. Participates in hiring and training new staff. Oversees the work assignment, professional development, work scheduling, and evaluation of subordinate staff. Maintains regular job attendance in accordance with a schedule established for the position by the supervisor. Performs other related duties as assigned or as the situation dictates within the scope of this classification. The following essential functions are specific to the designated division or section: Development Finance & Incentives Oversees the administration and management of the City of Omaha’s incentive programs: Tax Increment Financing (TIF) Program, Enhanced Employment Area (EEA) Program and Property Assessed Clean Energy (PACE) Program, the designation of Community Redevelopment Areas (CRAs). Serves as a liaison between the city, community organizations, and partners to align economic and workforce goals. Provides input on policies and programs that support a strong business and innovation environment. Oversees the database management and application processes for the City of Omaha’s incentive programs (such as TIF, EEA and PACE), site inspection case reviews, and reports on projects under the City’s incentive program. Consults potential clients regarding the incentive program, processes and approves applications, prepares annual reports, and compiles data to quantify the impact of the City’s incentive programs. Monitors tax payment delinquencies and valuation protests of TIF projects, and prepares and issues letters to TIF project owners. Coordinates with TIF project owners, City Finance, and the Douglas County Assessor’s Office to prepare the Notices to Divide of property taxes and set up TIF district property records. Works with the business community, neighborhood groups, other public/private partnerships, and State, County, elected officials to accomplish real estate development goals through the City’s incentive programs, including acting as a City liaison for Business Improvement Districts. Analyzes plans and financial data from businesses seeking financial assistance, conducts market feasibility analyses, and refers the business owners to funding and/or technical assistance resources. Oversees the maintenance of the Development Finance and Incentives Section of the Economic Development Division’s website to allow for transparency to the public.
