Job Description:\n\nBenefits:\n\n 401(k)\n Flexible schedule\n Opportunity for advancement\n Training & development\n Wellness resources\n\nPosition Information\nDepartment: Clinical Services\nEmployment Classification: Independent Contractor (1099)\nReports To: Clinical Supervisor\nProgram Assignment:\n\n Outpatient Behavioral Health Services (OP) \n Intensive Outpatient Program (IOP) \n Partial Hospitalization Program (PHP) \nPrimary Practice Location:\n\n Delaware\n\nDual licensure in Delaware and Pennsylvania is preferred to support future organizational expansion.\nWork Arrangement\n\nLicensed Clinicians may provide services through one or more of the following arrangements based upon organizational needs, payer requirements, licensure, and demonstrated competency:\n\n In-Person \n Hybrid \n Remote (Tele-behavioral Health) \nAuthorization to provide tele-behavioral health services shall be granted only in accordance with CRHE Telehealth Policies and Procedures, applicable payer requirements, state licensing regulations, HIPAA, and other applicable federal and state laws.\n\nCompensation\n$54.00 per clinical hour\n\nCompensation is based upon completed billable clinical services in accordance with executed Independent Contractor Agreements, CRHE policies, payer requirements, and organizational procedures.\n\nSchedule\n\nThis is a variable-hour independent contractor position.\n\nClinical schedules are established collaboratively between CRHE and the contractor based upon:\n\n Contractor availability \n Client demand \n Program assignment \n Organizational priorities \n Referral volume \nEvening and occasional weekend availability may be requested to support client access to care.\n\nContractors maintain flexibility in scheduling while meeting documentation, clinical, and contractual expectations.\n\nAbout CRHE\n\nThe Center for Research & Health Equity (CRHE) is an integrated behavioral healthcare organization committed to expanding equitable access to high-quality mental health, substance use disorder, and co-occurring disorder treatment for adults. Through interdisciplinary collaboration, culturally responsive care, evidence-based practice, and community partnerships, CRHE seeks to improve behavioral health outcomes while addressing the social and structural factors that influence health and recovery.\n\nCRHE provides outpatient behavioral health services, intensive outpatient programming, partial hospitalization programming, psychiatric medication management, integrated care coordination, and community-based partnerships designed to improve long-term health, recovery, and quality of life.\n\nPosition Summary\n\nThe Licensed Clinician provides comprehensive behavioral healthcare services to adults experiencing mental health disorders, substance use disorders, and co-occurring conditions across outpatient (OP), intensive outpatient (IOP), and partial hospitalization (PHP) levels of care.\n\nWorking independently within the scope of their professional license, the Licensed Clinician conducts comprehensive clinical assessments, establishes diagnoses, develops individualized treatment plans, provides evidence-based psychotherapy, facilitates therapeutic groups, coordinates care across disciplines, and promotes recovery-oriented treatment that reflects the values and mission of CRHE.\n\nLicensed Clinicians serve as integral members of the interdisciplinary treatment team and collaborate closely with Counselor I staff, Counselor II staff, Qualified Psychiatric Practitioners, case management, peer recovery professionals, primary care providers, hospitals, and community organizations to ensure coordinated, person-centered behavioral healthcare.\n\nLicensed Clinicians may also serve as approved clinical supervisors for graduate practicum students and provisionally licensed clinicians when they satisfy CRHE policies, university affiliation agreements, and applicable Delaware Division of Substance Abuse and Mental Health (DSAMH) supervisory requirements.\n\nRegulatory Classification\n\nThis position functions as an independently licensed behavioral health provider within a Delaware licensed behavioral healthcare organization.\n\nThe Licensed Clinician shall maintain all professional licenses, certifications, continuing education, and clinical competencies required by applicable licensing boards, DSAMH regulations, payer credentialing standards, and CRHE policies and procedures.\n\nWhere organizational qualifications exceed minimum regulatory requirements, Licensed Clinicians shall comply with CRHE standards as a condition of contracting.\n\nEssential Functions\n\nThe Licensed Clinician is responsible for delivering high-quality, evidence-based behavioral healthcare that promotes recovery, resilience, and improved psychosocial functioning.\n\nPrimary responsibilities include, but are not limited to:\nClinical Assessment\n\n Conduct comprehensive biopsychosocial assessments. \n Complete diagnostic evaluations utilizing DSM-5-TR criteria. \n Assess psychiatric symptoms, substance use patterns, trauma history, medical history, psychosocial functioning, strengths, protective factors, and recovery supports. \n Conduct suicide, homicide, violence, abuse, neglect, and other safety risk assessments using approved screening instruments. \n Assess health-related social needs that may affect treatment engagement and recovery. \n Recommend appropriate levels of care using clinical judgment and the American Society of Addiction Medicine (ASAM) Criteria when clinically indicated. \n Reassess clients throughout treatment to evaluate clinical progress and ongoing service needs. \n\nTreatment Planning\n\n Develop individualized, person-centered treatment plans in collaboration with clients. \n Establish measurable treatment goals and objectives that reflect client strengths, preferences, and clinical needs. \n Review and revise treatment plans according to organizational policy, medical necessity, and payer requirements. \n Coordinate discharge planning and continuing care recommendations throughout treatment. \n Collaborate with interdisciplinary providers to ensure continuity of care. \n\nPsychotherapy Services\n\nProvide evidence-based behavioral health treatment including:\n\n Individual psychotherapy \n Couples therapy \n Family therapy \n Group psychotherapy \n Psychoeducation \n Crisis intervention \n Relapse prevention \n Recovery planning \nUtilize evidence-based interventions appropriate to client presentation, including but not limited to:\n\n Cognitive Behavioral Therapy (CBT) \n Motivational Interviewing (MI) \n Acceptance and Commitment Therapy (ACT) \n Dialectical Behavior Therapy (DBT)-informed interventions \n Trauma-Informed Care \n Seeking Safety \n Solution-Focused Brief Therapy \n Person-Centered Therapy \n Harm Reduction approaches, when clinically appropriate \n\nIntegrated Behavioral Healthcare\n\nThe Licensed Clinician participates in CRHE's integrated behavioral healthcare model by:\n\n Collaborating with Qualified Psychiatric Practitioners regarding medication management. \n Coordinating care with primary care providers and specialty medical providers. \n Collaborating with community behavioral health organizations. \n Coordinating referrals to housing, employment, education, transportation, and recovery support resources. \n Participating in interdisciplinary treatment team meetings. \n Promoting whole-person, recovery-oriented care that addresses behavioral, medical, psychological, and social determinants of health. \n\nCrisis Intervention\n\n Assess behavioral health emergencies. \n Complete safety planning. \n Coordinate emergency psychiatric evaluations when indicated. \n Recommend higher levels of care when clinically appropriate. \n Coordinate crisis stabilization with community partners. \n Complete required documentation related to crisis interventions.\n\nDocumentation Responsibilities\n\nThe Licensed Clinician is responsible for maintaining accurate, timely, and clinically appropriate documentation that supports continuity of care, regulatory compliance, medical necessity, and reimbursement. Documentation shall be completed in accordance with CRHE policies and procedures, DSAMH regulations, applicable licensing board requirements, HIPAA, 42 CFR Part 2, and payer standards.\n\nDocumentation responsibilities include, but are not limited to:\n\n Comprehensive biopsychosocial assessments. \n Diagnostic evaluations. \n Individualized treatment plans and treatment plan reviews. \n Individual, family, couples, and group psychotherapy progress notes. \n DAP and/or SOAP progress notes, as required by program policy. \n Crisis intervention documentation and safety plans. \n Care coordination and referral documentation. \n Discharge summaries and continuing care plans. \n Clinical correspondence. \n Utilization review and prior authorization documentation, when applicable. \n Critical incident reports. \n Other documentation required by CRHE, DSAMH, accreditation organizations, and third-party payers. \nClinical documentation shall be completed within organizational timeframes and reflect accurate clinical decision-making, measurable treatment progress, and medical necessity.\n\nCaseload Expectations\n\nLicensed Clinicians are expected to maintain an active clinical caseload that supports client access to care while ensuring high-quality, ethical, and person-centered treatment.\n\nCaseload assignments are determined based upon:\n\n Contractor availability. \n Clinical competency. \n Program assignment (OP, IOP, PHP). \n Client acuity and complexity. \n Payer requirements. \n Organizational needs. \nLicensed Clinicians are expected to maintain productivity standards established by CRHE while ensuring adequate time for assessment, treatment planning, documentation, interdisciplinary collaboration, supervision (when applicable), and professional consultation.\n\nCaseload expectations may be modified based upon specialized clinical assignments, administrative responsibilities, supervisory duties, research activities, or quality improvement initiatives.\n\nQuality Improvement & Compliance\n\nLicensed Clinicians contribute to CRHE's continuous quality improvement program by participating in activities that enhance clinical quality, patient safety, regulatory compliance, and organizational effectiveness.\n\nResponsibilities include:\n\n Participating in interdisciplinary treatment team meetings. \n Participating in peer consultation and clinical case review. \n Supporting organizational quality improvement initiatives. \n Maintaining compliance with CRHE policies and procedures. \n Participating in chart audits and documentation review. \n Completing mandatory organizational training. \n Maintaining professional licensure and continuing education requirements. \n Reporting critical incidents, client safety concerns, and compliance issues in accordance with organizational policy. \n Supporting implementation of evidence-based practices throughout clinical services. \nLicensed Clinicians shall practice in accordance with all applicable federal and state laws, professional ethical standards, and organizational policies.\n\nMinimum Qualifications\nCRHE Required Qualifications\n\nApplicants must possess:\n\n A Master's degree from an accredited college or university in: \n \n Clinical Mental Health Counseling \n Counseling \n Social Work \n Marriage and Family Therapy \n or another closely related behavioral health discipline approved by CRHE. \n \n Current unrestricted professional licensure in the State of Delaware as one of the following: \n \n Licensed Professional Counselor of Mental Health (LPCMH) \n Licensed Clinical Social Worker (LCSW) \n Licensed Marriage and Family Therapist (LMFT), if applicable under Delaware law \n \n Eligibility for credentialing with commercial insurance carriers. \n Demonstrated experience providing behavioral health treatment to adults experiencing mental health disorders, substance use disorders, and/or co-occurring disorders. \n Experience conducting comprehensive behavioral health assessments and treatment planning. \n Proficiency utilizing electronic health record systems. \n Current professional liability insurance meeting CRHE contractor requirements. \n\nPreferred Qualifications\n\nPreference will be given to applicants who possess one or more of the following:\n\n Dual licensure in Delaware and Pennsylvania. \n Experience providing services within outpatient, intensive outpatient, or partial hospitalization settings. \n Experience treating individuals with co-occurring mental health and substance use disorders. \n Working knowledge of the American Society of Addiction Medicine (ASAM) Criteria. \n Training in Motivational Interviewing. \n Training in Trauma-Informed Care. \n Experience facilitating psychoeducational and process-oriented psychotherapy groups. \n Experience supervising graduate practicum students or provisionally licensed clinicians. \n Experience providing tele-behavioral health services. \n Bilingual proficiency. \n\nKnowledge, Skills & Abilities\n\nThe Licensed Clinician shall demonstrate competency in the following areas:\nClinical Knowledge\n\n DSM-5-TR diagnostic
