Construction Project Manager

SSU is currently recruiting for a Construction Project Manager .The ideal candidate will possess a proven track record of successful project management in the construction industry, demonstrating strong leadership, strategic planning, and execution skills. They should have a comprehensive understanding of construction processes, project management methodologies, and regulatory requirements. Duties and Responsibilities: The Construction Project Manager position requires full-time, on-site responsibilities with a specialized focus on adhering to rigorous ICD-705 compliance standards, safeguarding the integrity of sensitive, compartmented operations.will possess a proven track record of successful project management in the construction industry, demonstrating strong leadership, strategic planning, and execution skills. They should have a comprehensive understanding of construction processes, project management methodologies, and regulatory requirements. Develop and manage comprehensive project plans, scopes, schedules, budgets, and deliverables in accordance with contractual requirements and client expectations. Provide on-site leadership and oversight of construction activities, ensuring projects meet established schedule, cost, quality, safety, and security requirements. Manage project schedules, including review of master and three-week look-ahead schedules, identifying delays, risks, and corrective actions. Provide ICD-705 QA/QC and field guidance to general contractors and subcontractors and coordinate continuously with site security personnel on inspections, audits, and security requirements. Interpret and implement applicable ICD-705, NISPOM, IC 705-1/2, SAPF, and related physical and technical security requirements throughout construction. Review architectural drawings, as-builts, schematics, submittals, and RFIs; assist in developing complex RFIs involving ICD-705 and construction security requirements. Oversee project quality assurance, safety observations, inspections, and corrective actions while promoting a strong safety culture and compliance with PPE and OSHA requirements. Manage project budgets, expenditures, change orders, risks, and financial reporting in coordination with management, finance, and accounting. Facilitate project meetings with clients, customers, sponsors, general contractors, subcontractors, and internal leadership; provide clear and professional communication regarding project status and issues. Establish and maintain effective relationships with key stakeholders while promptly addressing project concerns and client requirements. Prepare comprehensive weekly project status reports for executive leadership, including schedule, cost, quality, safety, security, risks, and overall project performance. Identify project risks and opportunities for improvement and implement lessons learned and best practices to improve project execution. Qualifications: Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred. 5+ years of construction project management and/or physical/technical security experience, with demonstrated experience supporting SCIF, SAPF, or other sensitive/classified facilities. Proven experience managing construction projects from planning through completion. Experience interpreting architectural drawings, as-builts, schematics, and construction documents. Strong understanding of construction methods, QA/QC, scheduling, safety, subcontractor management, and regulatory requirements. Strong leadership, organizational, problem-solving, and communication skills. Ability to work independently and professionally with clients, customers, GCs, subcontractors, security personnel, and executive leadership. Proficiency with Procore and Microsoft Office; experience Bluebeam. Ability to identify, communicate, and mitigate project risks and schedule impacts. U.S. Citizenship required due to the classified/sensitive nature of the work. Willingness and ability to travel as required. Ability to work on active construction sites, including walking, standing, climbing ladders, working at elevated heights, and lifting/carrying up to 25 lbs. Must comply with all applicable safety requirements and wear required PPE, including hard hat, safety glasses, gloves, and steel-toed boots. Preferred Qualifications / Certifications: PMP certification. SSHO with OSHA 30-Hour certification. Experience with RF shielding, TEMPEST, RF countermeasures, Protected Distribution Systems (PDS/CNSSI 7003), and Red/Black separation requirements. Experience with UL 2050 alarm and protective signaling systems. Experience supporting SCIF/SAP accreditation and certification processes. Demonstrated knowledge and practical application of ICD-705, SCIF, NISPOM, IC 705-1/2, SAPF, SCI, and DoW security requirements. Knowledge of DoW and Intelligence Community construction security and accreditation requirements.
