The Healthy Families Program Supervisor provides reflective supervision, coaching, and oversight to frontline Healthy Families staff, ensuring the delivery of high-quality, strength-based and family-centered services consistent with Healthy Families America Best Practice Standards, New York State Office of Children and Family Services (OCFS) requirements, and agency expectations.

This position directly supervises a team of up to five Family Resource & Support Specialists and serves as the primary day-to-day leader for program tasks, staff development, service quality, and model fidelity. Working in partnership with the Program Manager, the Supervisor supports staff performance, monitors program outcomes, promotes continuous quality improvement, and helps foster a positive, accountable team culture while protecting the dignity, safety, and well-being of participating families. As needed, the Supervisor may also provide direct service support through family assessments, enrollments, and maintenance of a limited caseload to ensure continuity of services during periods of staff vacancy, leave, or increased program demand.

Essential Duties and Responsibilities

Staff Leadership and Supervision

  • Provide reflective supervision, coaching, support, and performance management to assigned Family Resource & Support Specialists.

  • Conduct and document weekly individual supervision sessions to promote professional growth, staff well-being, and fidelity to the Healthy Families model.

  • Monitor staff performance and provide timely feedback, recognition, coaching, and corrective action as appropriate. Inform Program Manager if additional disciplinary action may be needed.

  • Participate in recruitment, hiring, onboarding, training, and retention efforts.

  • Support staff in managing complex family situations, crises, safety concerns, and service barriers.

  • Foster a supportive, collaborative, and accountable team culture.

  • Serve as the primary point of contact for frontline staff regarding daily operations, scheduling, and service delivery concerns.

  • Ensure staff have the tools, resources, and support necessary to perform their roles effectively.

Program Operations and Quality Assurance

  • In partnership with the Program Manager, oversee day-to-day program service delivery.

  • Ensure services are provided in accordance with Healthy Families America standards, OCFS requirements, agency policies, contractual obligations, and best practices.

  • Support staff in building and maintaining strengths-based relationships with families.

  • Review home visit documentation, assessments, service plans, and case records for quality, timeliness, and compliance.

  • Monitor caseload distribution and workload management to promote effective service delivery.

  • Conduct regular record reviews, home visit observations, and other quality assurance activities.

  • Collaborate with the Program Manager to identify operational challenges, implement solutions, and achieve program performance targets.

  • Conduct family assessments, screenings, and enrollment activities as needed to support program operations and maintain timely access to services.

  • Maintain a limited direct service caseload during periods of staff vacancy, leave, transition, or increased program need to ensure continuity of services and compliance with Healthy Families America standards.

  • Identify program supplies/resource needs, and make recommendations regarding program purchases to support effective service delivery.

Data, Compliance, and Continuous Quality Improvement

  • Ensure accurate, timely, and complete documentation and data entry by program staff.

  • Monitor program performance indicators, benchmarks, and contractual requirements.

  • Utilize data to identify trends, address performance gaps, and support continuous quality improvement efforts.

  • Support preparation for OCFS reviews, Healthy Families America accreditation activities, and other monitoring visits.

  • Assist with the implementation and monitoring of corrective action plans, when applicable.

  • Maintain compliance with all agency, state, and Healthy Families America requirements, including confidentiality standards.

Community and Agency Engagement

  • Represent the program through community meetings, events, and collaborative initiatives.

  • Develop and maintain positive working relationships with community partners, referral sources, and stakeholders.

  • Participate in agency-wide initiatives, committees, and continuous improvement efforts.

  • Model and promote ICAN's mission, values, and organizational culture in all interactions.

Required Qualifications

Education and Experience

Master's degree in Social Work, Human Services, Psychology, Counseling, Early Childhood Education, Public Health, Family Studies, or a related field; OR

Bachelor's degree in a related field and a minimum of three (3) years of experience working with children and families; OR

Less than a Bachelor’s degree with commensurate Healthy Families experience.
