Pay: $27–$30 per hour, depending on experience
Classification: Full-time, hourly, non-exempt
Work Arrangement: Onsite; the Property Manager must live at the property
Position Summary
Century Housing is seeking an experienced Onsite Property Manager to oversee the daily operations of an affordable housing community in Los Angeles. This role is responsible for property administration, regulatory compliance, financial performance, staff supervision, resident relations, leasing, and maintenance coordination.
The ideal candidate is an organized and approachable leader who understands affordable housing programs and can build positive relationships with residents, employees, vendors, and community partners. This position reports to the Director of Property Management and works closely with Property Management, Resident Services, Facilities Maintenance, Human Resources, and other Century teams.
The Onsite Property Manager must occasionally be available during evenings, weekends, and holidays to respond to urgent or emergency situations. Some local travel is anticipated.
Key Responsibilities
Property Operations
- Oversee the property’s daily operations and supervise onsite staff.
- Respond to resident questions, concerns, complaints, and grievances promptly and professionally.
- Apply property rules, lease requirements, and related policies consistently and document violations appropriately.
- Maintain accurate resident files at move-in and throughout the recertification process.
- Ensure compliance with applicable federal, state, local, and program requirements.
- Prepare and submit required reports accurately and on time.
- Respond to site emergencies and ensure incident reports are completed and communicated promptly.
- Review monthly financial reports, explain variances, identify opportunities to manage costs and increase revenue, and participate in annual budgeting.
- Oversee rent collection, delinquent accounts, and required accounting and reporting procedures.
Staff Leadership
- Partner with Human Resources and Property Management leadership to recruit, train, develop, coach, and manage employees.
- Set performance expectations, provide ongoing feedback, and complete annual performance reviews.
- Review and approve biweekly timekeeping to support timely and compliant payroll.
- Conduct monthly staff and safety meetings.
- Promote employee engagement, collaboration, professional development, and teamwork.
- Address employee concerns and performance issues appropriately.
- Ensure staff members comply with Century policies, safety requirements, Fair Housing laws, and Equal Employment and Equal Housing Opportunity requirements.
- Monitor the performance of outside service providers, including security personnel.
Leasing and Occupancy
- Maintain strong occupancy levels and oversee the property’s leasing activities.
- Manage waiting lists in accordance with company policies and applicable regulatory requirements.
- Review rental applications, leases, and eligibility documentation for accuracy and compliance.
- Evaluate regulatory agreements when filling vacancies.
- Ensure compliance with applicable affordable housing programs, including HUD, LIHTC/TCAC, HOME, RHCP, CalHFA, and AHP.
- Coordinate audits and regulatory site visits.
- Conduct unit tours and applicant interviews, including income verification.
- Ensure certifications are completed and deposits and rents are collected in accordance with program requirements.
Resident Relations
- Maintain positive and professional relationships with residents.
- Ensure resident requests and complaints are handled promptly, efficiently, and respectfully.
- Personally address sensitive or unusual resident matters when needed.
- Conduct monthly resident meetings.
- Collaborate with Resident Services and Case Management staff to support housing stability through Century’s Four-Step Housing Retention Plan.
- Build partnerships with outside agencies that provide services to residents.
- Coordinate resident eviction matters with Property Management leadership and legal counsel.
- Participate in relevant professional, community, and regulatory meetings.
Maintenance and Safety
- Coordinate maintenance staff, vendors, preventive maintenance, and janitorial services.
- Monitor work orders and ensure vacant units are turned over promptly and maintained for showings and inspections.
- Ensure common areas, landscaping, and other property spaces are clean, safe, and well maintained.
- Prioritize maintenance needs while managing available resources and approved budgets.
- Coordinate annual and other required unit inspections, follow-up notices, work orders, and applicable resident chargebacks.
- Ensure safety inspections and reports are completed and identified deficiencies are corrected promptly.
Qualifications
- High school diploma or GED required.
- At least one year of affordable housing management experience and two years of experience managing employees, projects, materials, or information preferred. An equivalent combination of education and experience will be considered.
- LIHTC and HUD rental property experience required.
- Working knowledge of Fair Housing laws; Fair Housing certification strongly preferred.
- Experience with supportive housing, Housing First principles, or special-needs populations preferred.
- Experience working with veterans is a plus.
- Strong leadership, communication, interpersonal, and conflict-resolution skills.
- Ability to interpret financial statements and assist with property budgeting.
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Proficiency with Microsoft Excel, Word, and Outlook.
- Experience with Yardi Voyager or similar property management software.
- Ability to maintain a consistent schedule and respond occasionally during evenings, weekends, and holidays.
- Reliable transportation for local travel.
Physical Requirements
This position requires frequent sitting and occasional standing, driving, and walking on level surfaces, with intermittent walking on uneven surfaces, bending, twisting, kneeling, crouching, crawling, climbing, and reaching above or below shoulder level. The role also requires frequent use of a computer, mouse, and keyboard, along with intermittent grasping, squeezing, and fine manipulation. The employee may intermittently lift, carry, push, and pull items weighing up to 20 pounds.
