The Production Operations Estimating / Functional Estimating department uses specialized analysts with high end analytical skills and backgrounds in Manufacturing. All analysts within this group vary in experience but are grown into subject matter experts within operations and cost estimating.This position will be located on site in Rancho Bernardo, CA or El Segundo, CA.Cost Estimating Analysts are expected to develop solutions to sophisticated problems, which require the regular use of resourcefulness and innovation and review data available. The candidate will use existing models or craft and build estimating models based on the information available and, once complete, be able to communicate efficiently, clearly present technical approaches and findings, and present results to their management.Essential Functions:Estimates labor costs of manufacturing based on requests for proposals (RFP) submitted by prospective customersAnalyzes specifications, including sketches, blueprints, bills of material, or sample layoutsDevelop high-quality and compliant BOEs (Basis of Estimates) in the BOE toolPerform estimating duties and analysis in accordance with recognized industry best practices, specific solicitation, and customer requirements, and in compliance with USG regulatory requirements (FAR, DFARS), and Northrop Grumman proceduresPrepares and maintains historical labor dataAbility to successfully communicate across functions and leadership levels, including Executives, to present estimates and recommendationsCreate models and analyze existing and new factors for inclusion in the estimating approachPrepares reports and presents findings to management, contract personnel, proposal coordinators and customer representativesSupport both pre-award and post-award estimating activities in support of program needsThis position may be filled at either the Level 2 or Level 3 depending upon candidate qualifications, experience, education, knowledge and skills.Level 2 Basic Qualifications:Bachelor's degree in relevant field of study with 2 years of relevant experience, or a Master's degree in relevant field of studyAerospace/defense industry and business management experienceWorking knowledge of government contract environment (FAR and DFARS)Experience developing compliant BOEs (Basis of Estimates)Experience with ExcelMust have the ability to obtain and maintain a US Government Secret ClearanceMust have the ability to obtain and maintain Special Program AccessAble to work on site in Rancho Bernardo or El Segundo, CALevel 3 Basic Qualifications:Bachelor's degree with 5 years of relevant experience, or a Master's degree with 3 years of relevant experienceAerospace/defense industry and business management experienceWorking knowledge of government contract environment (FAR and DFARS)Experience developing compliant BOEs (Basis of Estimates)Experience with ExcelMust have the ability to obtain and maintain a US Government Secret ClearanceMust have the ability to obtain and maintain Special Program AccessAble to work on site in Rancho Bernardo or El Segundo, CAPreferred Qualifications:Active US Government Secret ClearanceActive Special Program AccessKnowledge or familiarity of aerospace production operation functions, tasks, and processesExperience in pricing, finance, contracts, business and/or business operationsExperience working with proposals of varying contract types (ex: FFP, FPIF, CPIF, etc.)Familiar with Northrop Grumman proceduresExperience performing Least Square Regression, Pivot Table Analysis, application of Improvement Curves, and advanced formulasOperations touch labor improvement curve theory and modelingStrong presentation skillsExperience in communicating technical and theoretical analysisExperience in supporting negotiationsIntermediate experience with Microsoft Office tools (particularly Excel) specifically performing Least Square Regression, Pivot Table Analysis, and application of Improvement CurvesIn-depth understanding of Manufacturing and Support Labor and how they interactPrimary Level Salary Range: $75,800.00 - $113,800.00Secondary Level Salary Range: $94,200.00 - $141,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
