Phlebotomist Outreach

SUMMARY Under supervision of the Manager Laboratory Outreach Services or guidance of the Lead Phlebotomist, performs responsibilities associated with obtaining blood and various other patient specimens in accordance with department procedures. Obtains samples ordered by physicians for routine and specialized tests on assigned unit. Takes samples from pediatric and adult patients on outpatient units. Transports specimens and completes basic records. Fosters patient and family centered care in accordance with the Brown University Health and The Miriam Hospital’s mission, vision, values, with consideration of all developmental stages and cultural patterns. RESPONSIBILITIES Performs various functions associated with the computer system to assure proper collection and documentation of patient specimens. Patient registration including patient identification and verification, entering demographics, insurance information, guarantor, PCP, ordering provider, test orders, diagnostic codes, and document scanning. Manage Advanced Beneficiary Notice (ABNSN) to obtain supporting diagnostic codes, patient signature, and document management. Perform related clerical activities such as medical necessity follow‑up, sorting and filing records, daily checklists, answering phones, report delivery, and receiving patients into clinical treatment area. Maintain/monitor standing orders for expiration and renewals, confirming tasks are followed through to completion. Provide patients with forms for tests and give instructions regarding any special preparation necessary before specimen collection. Schedule venipunctures or capillary punctures according to priority and type of test, using computer‑generated collection labels and the Pathology Handbook as needed. Verify patient identity and prepare them appropriately (e.g., fasting) before venipuncture. Obtain blood samples from patients via venipuncture or capillary puncture. Alert nursing staff or supervisor to any deviations or adverse conditions. May collect other specimens (e.g., throat culture) and perform additional processing such as centrifugation and specimen tracking. Obtain samples for specialized tests (e.g., thyroid releasing hormone, therapeutic drug monitoring, D‑Xylose tolerance), verifying volume and timing of dosage and monitoring patients for reactions. Perform bleeding time assessments when required. Label, wrap, and transport samples according to type and urgency. Maintain records on sample procurement. Follow hospital policy and universal precautions in all duties. Assist in obtaining samples at patients’ homes following established procedures, guidelines, and protocols. Perform other duties as assigned. MINIMUM QUALIFICATIONS Education High school diploma or GED required. Phlebotomy certificate through the National Accrediting Agency for Clinical Laboratory Sciences and/or completion of a phlebotomy certificate program with formal internship demonstrating 100 successful venipunctures. In lieu of internship, 6 months of phlebotomy experience may be considered. In lieu of phlebotomy certification, 5+ years of direct phlebotomy experience may be considered. Experience Ability to perform venipuncture and capillary puncture on adults, children, and infants. Interpersonal skills to obtain and provide information to patients and to explain procedures effectively to allay fears and anxiety. Knowledge and skills necessary to provide care considering aging processes, human development stages, and cultural patterns. Clerical skills to prepare and maintain records and reports, including keyboard skills to enter access information. Familiarity with blood collector equipment, anticoagulants, special precautions, and interference. Ability to distinguish chromatic colors. Phlebotomy certificate required. WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS Works in an inpatient care environment with considerable walking between units and may require physical effort to assist uncooperative patients. Some exposure to odors when handling specimens. Exposure to communicable diseases while administering to patients; adherence to infection control procedures reduces injury risk. Manual dexterity required for venipunctures. SUPERVISORY RESPONSIBILITY None.
