Harris County Pollution Control Services Department (HCPCS) Mission The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. PCS activities are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property, and the protection of plant, animal, and marine life. What you will do for Harris County Pollution Control: Under the supervision of the Water Quality Supervisor, the Stormwater Investigator will collect samples and conduct routine inspections as part of the Harris County MS4 permit. Duties and Responsibilities Assist in the implementation of the High Risk Industrial Run-Off inspections and monitoring program for the Harris County MS4 permit. Conduct inspections of commercial and industrial facilities for permit compliance storm water discharges. Install and maintain stormwater samplers as directed. Review analytical data submitted by industrial facilities. Conduct Wet Weather Characterization, Dry Weather Screening, and Wet Weather Screening. Ensure equipment and supplies needed for the stormwater program are readily available. Investigate stormwater related complaints in accordance with division SOPs. Assist in the preparation of the permit required report and data. Responsibilities include On-Call and other duties as assigned, including special tasks involved in responding to an emergency event. Education Bachelor’s degree from an accredited college or university with an emphasis in chemistry, biology or environmental science. Experience One (1) year of experience in environmental and/or stormwater related fields. Special Note The Stormwater Investigator will receive in-house training in the principles, practices, and laws governing storm water regulations. Knowledge, Skills, and Abilities Must have good written and verbal skills. Must be able to drive extensively and have or be able to get a Texas driver’s license. Must be able to use discretionary judgment in routine fieldwork and must be able to defuse difficult situations with tact and diplomacy and follow the policies and guidelines established by the county and the department. Must be a self-starter, able to work without daily supervision. Must be able to quickly understand principles and practices of environmental laws. Must be able to quickly have a basic understanding of state and federal statutes pertaining to stormwater. Must establish effective working relationships, exercise balanced judgment and organize work for the maximum efficiency. A basic understanding of how to operate a computer to run programs and searches with word processing, email and database proficiency (preferred). Work in an outdoor environment. Possible exposure to loud noises. Possible exposure to hazardous chemicals. Working outdoors year-round in inclement weather when required. Climbing ladders. Requires wearing protective clothing and safety equipment due to potential exposure to hazardous conditions. Must be able to lift 35 lbs. Employment may be contingent on passing a drug screen and meeting other standards.
