Program Analyst
Creative Corrections is actively recruiting exceptional candidates to be considered for a Program Analyst position located in Washington, DC. This will be a contract role within the U.S. Department of State. The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
INL's Office of Aviation and Cross Border Programs (INL/ACB) leads the Bureau's cross-border and cross-regional program management in the areas of aviation, counternarcotics, natural resource crimes, illicit finance and complex criminal investigations, and the International Law Enforcement Academies (ILEA). INL/ACB is responsible for working on these issues with various counterparts across the Department of State and within the U.S. interagency, including the White House, Department of Justice, the Drug Enforcement Administration, the Department of Homeland Security, U.S. Customs and Border Protection, and the Department of the Treasury. In addition, international organizations, non-governmental organizations, and the private sector also form key partners in INL/ACB efforts. INL/ACB manages and annual foreign assistance budget of over $150 million.
This position is contingent upon award of contract for BPA Call.
POSITION OVERVIEW
This position is located in the Cybercrime and Illicit Finance Branch of ACB's Cross Border Programs Division. The Cybercrime and Illicit Finance team designs and implements programming to disrupt criminal networks that profit from cybercrime and illicit finance, with the goal of making perpetrators more visible and vulnerable to investigation, prosecution, and conviction. Programming strengthens legislative and regulatory frameworks; builds law enforcement, prosecutorial, and financial investigative capabilities; expands cross-border digital evidence sharing and cryptocurrency tracing skills; and enables coordinated international action to dismantle cybercriminal infrastructure and money laundering networks. These efforts are intended to increase arrests, prosecutions, convictions, extraditions, and asset seizures—directly reducing the threat cybercrime and illicit finance threat to American families, businesses, and critical infrastructure. INL/ACB works with other U.S. agencies—including DOJ, FBI, DHS, and FinCEN—as well as international organizations such as INTERPOL, UNODC, OAS, and the Egmont Group, to implement these programs. This position provides programmatic development and oversight to the INL/ACB Cybercrime and Illicit Finance Team projects.
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to extend for six (06) months subject to performance, need, and funding
DUTIES & RESPONSIBILITIES
- Drafts statements of work to meet U.S. foreign policy goals, coordinates with the interagency, and works with procurement and budgetary offices to ensure funding is secured and to monitor initiatives and programs.
- Drafts a variety of technical, programmatic, funding, and informational memoranda and letters; assists in the preparation of responses to Congressional questions, press guidance, and interagency documents in accordance with Department policies and regulations.
- Assists with logistical and program management support for funding agreements, including through securing specialized grants training; manage budget process including production and processing of obligating documents such as interagency agreements and letters of agreement; assist in overseeing project implementation and project site visits in country; assist with the maintenance of funding and budgetary spreadsheets pertaining to task order and program management; and provide assistance to the Branch Chief on drafting, reviewing and amending all manner of procurement requests and task orders as assigned. Advises on the management and oversight of programs to advance support on cybercrime, cryptocurrency crime, malicious cyber infrastructure, online child sexual exploitation, and illicit finance efforts.
- Assists in the oversight, monitoring, reporting, coordination, and assessment of INL programs to ensure deliverables and foreign assistance priorities set by the Department of State are being fulfilled.
- Develops and maintains comprehensive knowledge of issues related to cybercrime, cryptocurrency-enabled crime, and transnational illicit finance.
- Serves as an advisory resource for INL/ACB on specific aspects of planning and implementation of programs.
- Establish and maintain professional relationships with office and other INL colleagues, Department and interagency colleagues including agencies involved in programming, and USG personnel assigned to U.S. Embassies that are associated with implementing programs and policy processes.
- Ensures that INL/ACB and the INL Front Office receive timely information and reporting to ensure that senior Department, interagency, and budget briefings are fully informed of developments on the ground.
- Prepares background materials and reports used in preparing reports, speeches, briefings, and testimony to articulate INL engagement.
MINIMUM QUALIFICATIONS
- U.S. Citizen and the ability to maintain a Department of State Secret security clearance.
- A Bachelor's degree from an accredited institution.
- Four to six years' experience in relevant field.
- Ability to operate independently, employing oversight over existing and future operations and procurements.
- Ability to communicate effectively, both orally and in writing, with a wide range of players;
- Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
- Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis;
- Experience drafting US government reports and documents, such as briefing papers, talking points, meeting reports, and other documents;
- Demonstrated knowledge of monitoring and evaluation of foreign assistance programming and/or other international program evaluation, including specialized knowledge of international programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
- Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
- Proficient in Microsoft Office applications.
PREFERRED QUALIFICATIONS
- Prior experience with and knowledge of the State Department's foreign assistance process, the structure and hierarchy of U.S. embassies, and State Department policies and processes.
- Demonstrated experience working or coordinating with other relevant U.S. government agencies (e.g., Department of Justice components such as CCIPS and CEOS, FBI, DHS, and FinCEN) engaged on cybercrime and illicit finance issues and the federal law enforcement/criminal justice community more broadly.
- Demonstrated experience working on criminal justice reform or anti-money laundering/countering the financing of terrorism (AML/CFT) issues within the U.S. Government.
LEVEL OF EFFORT
Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of the Department of State (9:00 AM to 3:00 PM).
POSITION LOCATION
The physical work location is the INL/ACB office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC 20520.
CLEARANCE REQUIREMENT
A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret clearance.
This position is contingent upon award of contract for BPA Call.
