Compensation: Salary Exempt $45,000-50,000, pending experience & qualifications
Reports to: Assistant Director
Who We Are: Winnebago Area Literacy Council (WALC) develops and provides free learner-centered adult literacy services since 1989. Based in Oshkosh, WI, designated as a refugee resettlement city, we primarily serve newcomers in the Winnebago area. We currently offer a total of ten different English language learning communities/approximately 150 learners per week. We operate across three different learning sites: ELL classes at downtown Learning Center; Women & Children Classes at St. Andrew Church; as well as workplace literacy classes at Amcor Plant in Oshkosh.
About This Position: WALC is looking for an educator with an ability and desire to develop culturally sensitive curriculum, equitable assessment tools, and socially informed training materials that center our learners’ needs. The Education Programs Manager will work collaboratively with other WALC team members and community partners to identify community needs, evaluate, adjust, and expand WALC offerings as needed, and offer support to our learning community. The position will be based in person at our downtown Learning Center location and expected to regularly visit and offer support at our different learning sites. This position reports directly to the Assistant Director.
Key Responsibilities
- Program Development & Implementation:
- Design, plan, and coordinate educational programs that support the mission of the organization and that are socially and culturally equitable to our learners’ needs.
- Ensure program activities meet the learning objectives and educational standards set by the organization.
- Manage the day-to-day operations of educational programs, including scheduling, logistics, resource management, and classroom observations.
- Train and recruit teachers and tutors, ensuring diverse and inclusive access.
- Plan, schedule, design, and deliver quarterly continuing education tutor trainings plus new tutor trainings as needed.
- Regularly evaluate and improve program offerings based on feedback, assessments, and emerging community needs.
- Supervise and oversee all WALC teachers, tutors, and education programming to provide support and ensure alignment with organization mission and community code of conduct, providing coaching, professional development, and corrective action when needed.
- Collaboration & Partnerships:
- Take initiative and collaborate with Executive Director and Assistant Director to design, launch, and evaluate new Education programs driving strategic growth, while phasing out underperforming initiatives.
- Partner with educators, community leaders, and experts to ensure that programs are relevant, culturally competent, and impactful.
- Serve as the primary point of contact for all educational partners, collaborating on curriculum development, resources, and engagement strategies.
- Monitoring & Evaluation:
- Track and analyze programs to evaluate effectiveness and make program recommendations using data, participant feedback, and other performance metrics.
- Conduct regular program evaluations and prepare reports on program outcomes and provide recommendations for improvements.
- Budget & Resource Management:
- Assist in the preparation and management of program budgets, ensuring that resources are allocated effectively and efficiently.
- Oversee the procurement of program materials, supplies, and equipment.
- Maintain accurate records of program activities, attendance, and outcomes.
- Provide administrative support to the education team, including scheduling meetings, coordinating volunteer efforts, and preparing program materials.
- Assist with grant reporting and compliance documentation as necessary.
Required Qualifications
- Experience in leading classrooms/learning communities with diverse learner populations, preferably in the context of adult education and/or ESL instruction.
- Experience working with, teaching and/or developing best practice curriculum for learners with different cultural backgrounds.
- Knowledge of current trends in socially and culturally equitable curriculum and assessment in the field of adult education.
- Strong organizational, time management, and project coordination skills.
- Excellent communication and interpersonal skills, with the ability to build relationships with diverse groups.
Desired Qualifications
- Degree in Education/ESOL/Multilingual Education.
- Experience working with underserved or marginalized populations, especially BIPOC communities, especially BIPOC communities.
- Experience coaching, supervising, and providing support for English language teachers.
- Bilingual or multilingual abilities in one of the following languages (Spanish, Swahili, HMoob, French, Arabic, Dari, Dinka, Karen, or Burmese).
- Experience leading teams that center people’s humanity while ensuring accountability.

Compensation And Benefits
This is a Regular full-time exempt position with an annual salary of $45,000-$50,000, depending on experience. Benefits include:
