Job Description: Health & Safety Sr. Manager – Washington (Vancouver), Oregon (Portland), or California (Selby/Stockton) (2610002232) Position Summary Provide leadership and support to regional locations and functions in matters related to environmental, health, safety, pipeline, cultural, and operational excellence. Responsible for managing day‑to‑day HSE field compliance; correlating and auditing operational activities against current permits; ensuring compliance with all environmental permitting requirements; overseeing OSHA safety compliance program; and providing accurate and comprehensive health, safety, and environmental training for the operational group. This role has a current pay range of $160,000 – $185,000. The listed pay range represents the company’s good faith estimate of the minimum and maximum base rate of pay for this position at the time of this posting. Compensation will be determined based on work location, qualifications, relevant experience, operational needs, demonstrated performance over time, and internal pay alignment. Major Accountabilities Manage HSE field compliance teams in the respective region. Implement HSE policy and procedures to ensure field compliance. Audit field operations against permits and other permissive documentation from federal, state, or local agencies. Manage OSHA safety program, including PSM‑based safety, industrial hygiene, medical surveillance, safety recognition, training, and environmental compliance management programs. Ensure completion of day‑to‑day environmental activities, waste disposal, agency notifications, inspections, compliance reporting, and record‑keeping. Represent the company in regulatory and customer inspections, meetings, and information requests. Minimize civil and criminal environmental liabilities through communication and negotiations. Impact a multi‑million‑dollar environmental budget, including permitting, consulting, pollution control, and waste handling. Support regional field operations in all HSE matters. Coordinate HSE issues across multiple departments. Promote continuous HSE improvement through incident investigations, lessons learned, and best practices. Communicate field compliance to management (regional and corporate). Lead the implementation and maintenance of region and facility‑specific compliance calendars. Ensure maintenance of facility response, integrated contingency, and other required response plans throughout the region. Provide backup for West Region HSE team members when required. Budget, allocate, and accrue resources for the HSE function. Ensure accurate and appropriate correspondence with local, state, and federal governments as well as industry partners and customers. Ensure completion of West Region HSE team compliance activities and coordinated response to emergency spills and incident investigations. Other related duties may be assigned. Required Qualifications Education Requirement Bachelor’s degree in environmental science or a related field. Multimedia environmental services with emphasis in California, Washington, or Oregon is highly recommended. Experience Requirement Minimum of 10 years of directly related industry experience. At least 5 years of leading teams or overseeing staff. Negotiation and problem‑solving skills – demonstrated ability to resolve issues and drive sound decision‑making. Leadership of peers and supervisors – proven success influencing and guiding colleagues at multiple levels. Experience in oil & gas or similarly complex industries, ideally with pipeline and terminal operations. Environmental regulatory knowledge – strong understanding of state and federal regulations affecting operational locations. Knowledge of water, air, safety, and pipeline regulations – working knowledge of key regulatory frameworks and leadership principles. Ability to collaborate effectively with internal and external stakeholders. Microsoft Office proficiency – functional knowledge of Office tools and ability to learn multiple electronic systems. Ability to operate independently while upholding organizational core values and ethical standards.
