Human Resources SpecialistThe North Allegheny School District seeks candidates to fill a Human Resources Specialist position effective immediately. The Human Resources Specialist provides support to the HR Coordinator Talent Acquisition and Staffing and the department, working mainly with the recruitment, employment, onboarding process, and supplemental contracts and will successfully contribute to the smooth and efficient operation of the Human Resources Department. The role also acts as a liaison and information conduit among the Central Administrative Offices, administrators, students, staff, parents, and/or the community.Essential Duties and ResponsibilitiesMaintains all physical and digital personnel files in strict compliance with legal requirements.Monitors, maintains, and audits background clearances required by law, including the Commonwealth of Pennsylvania and the Pennsylvania Department of Education.Assists with preparation, review, and entry of new hire documentation to guarantee all distinct and legally-mandated qualifications are met.Manages departmental document systems, databases, resources, and online tools to keep data up-to-date and organized.Oversees the lifecycle of district supplemental contracts, coordinating between contract holders, schools, and the Central Administrative Office.Manages the distribution, tracking, and collection of evaluations and preparation of paperwork required for contract payments.Follows strict safety and security protocols when assisting with issuing, managing, and terminating identification badges and building access for both district staff and external contractors.Assists with resolving badge hardware and software issues for cardholders and develops utilization reports upon request.Assists the department with recruitment initiatives including new hire orientation, carrier fairs, scheduled and open interviews, applicant tracking, and other recruiting efforts.Assists employees with explanation of district policies, procedures, workplace standards, and relevant legal updates.Executes administrative tasks and compliance projects including conducting audits, cataloging legal records, tracking staff evaluations, and preparing compliance reports for the Pennsylvania Department of Education.Provides clerical support, handles administrative tasks, and assists the department and Central Administrative Office staff as required.Actively identifies and implements solutions to streamline daily workflows and improve overall workplace efficiency.Maintains high levels of confidentiality while completing ongoing communication with District Administration and all key stakeholders.Follows clearly defined tasks with expectations of what needs to be done and when following policies and guidelines. Seeks guidance from the Director to address issues neither routine nor addressed by available policies and guidelines.Other duties as assigned by the HR Coordinator – Talent Acquisition and Staffing, Director of Human Resources, Superintendent, or other as due to new procedures, processes, or laws year to year.Education and/or ExperienceAssociate’s Degree or equivalent, preferred.One to two years of experience in Human Resources or related field preferred. Knowledge of applicable federal, state, and local laws, codes, regulations, and reporting requirements pertaining to employment of staff.Ability to understand content in order to organize, manage, and communicate by multiple methods.Academic Skills – Ability to understand, manage, and organize tasks in an office setting. Ability to research and review documents in detail to identify errors, omissions, or inconsistencies. Preferred knowledge of applicable federal, state, and local laws, codes, regulations, and reporting requirements pertaining to school districts.Language Skills – Must possess the ability to use the language in both oral and written form. Be able to communicate information and ideas clearly so others will understand. Ability to listen and be respectful, tactful, and sensitive when interacting with all stakeholders who are diverse in academic, socio-economic, cultural, disability, gender identity, and other identities. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Ability to read, analyze, and interpret general information in order to effectively communicate with Executive Council, Superintendent, and key stakeholders.Math Skills – Knowledge of arithmetic, accounting, and other applicable mathematics. Ability to gather and analyze information and develop spreadsheets to manage county and State-level information.Technology Skills – Be able to use programs such as Microsoft Office Suite, Google Docs, district software systems, and general office equipment. Be able to access, generate, and analyze data, utilize email, the Internet, and intranet.Reasoning Ability – Ability to think critically and problem solve, multi-task and utilize time and resources properly. Ability to assist with the organization of synthesized information that is presented to the general public.Other Skills and AbilitiesMust be a self-starter who independently manages his/her time and work assignments with minimal supervision on day-to-day tasks.Ability to exhibit a high level of confidentiality.Must exhibit strong interpersonal skills and the ability to be open and adjust to change quickly.Must possess a strong attention to detail and the ability to multi-task and manage competing priorities.Strong customer service skills and the ability to make good decisions on behalf of the District.Must develop effective coping strategies for dealing with the high expectations, frequent demands, and significant responsibility of effectively supporting a large district with a large number of stakeholders.Ability to work cooperatively with internal and external stakeholders and create consensus among disparate agencies and other stakeholders with competing interests.Possesses a high degree of imagination, patience, creativity, sound judgment, and problem-solving capabilities.Must be able to use technology platforms and software, exhibiting excellent data management skills.Ability to make equitable decisions with sound emotional and independent judgment.Must be able to concentrate with numerous interruptions.Must maintain effective working relationships with various stakeholders.Ability to understand and facilitate the needs of various personality types.Ability to perform duties with awareness of all District policies and professional obligations.Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
