Job Details Hours a day: 8 Hourly rate: $32.29 - $38.15 (depending on qualifications and experience) Lane B-D Contract and Benefits 250 Day Contract; One-Year Position with ASD* Starting Date: 7/15/2026 Contact Information Name: Kimberly Richards Phone: View phone number on click.appcast.io Email: View email address on click.appcast.io Job Overview The job of BUYER is performed to support department activities with specific responsibility for implementing purchasing activities in compliance with mandated requirements; overseeing daily activities; responding to inquiries regarding processes or bid status and/or sources; and achieving department objectives and goals within budget. Essential Functions Administers bidding process and contracts for vendor performance/compliance within established limits (prepare specifications, evaluate bids, recommend vendors, conduct bid meetings, etc.) to secure items and/or services within budget and regulatory requirements. Assists auditors in providing requested information for the purpose of providing necessary documentation for completion of audit. Compiles data from a wide variety of sources (vendors, staff, public agencies, etc.) to analyze issues, ensure compliance with purchasing policies and procedures, and monitor purchasing processes. Consults with Utah State Purchasing to develop requirements and specifications for statewide bids, RFPs and/or contracts. Coordinates a variety of activities (pre‑construction meetings, shipping of supplies and equipment, selling surplus equipment, etc.) to complete activities and/or deliver services in a timely manner. Evaluates orders and bid documentation (requisitions, change orders, bids, etc.) to ensure proper use of district funds in acquiring supplies, equipment and/or services. Evaluates vendors to determine their capability for performing to established specifications. Issues purchase orders, etc. to complete purchasing processes in accordance with established procedures. Maintains purchasing information, files and records (RFPs, purchase orders, vendor files, etc.) to ensure availability of documentation and compliance with policies and regulatory guidelines. Negotiates with vendors to resolve purchasing issues and/or ensure purchases are within state and district requirements/regulations. Participates in unit meetings, in‑service training, workshops, etc. to convey and/or gather information required to perform job functions. Prepares written materials and electronic financial information (purchase orders, advertisements, policies and procedures, etc.) to document activities, provide reference, convey information, and comply with established financial, legal and/or administrative requirements. Presents information on administrative procedures, services, regulations, etc. for the purpose of training and orienting other personnel and/or disseminating information to appropriate parties. Processes purchasing‑related information (bid documents, tabulations, requisitions, electronic procurement, product specifications, statements of work, performance terms, contracts, etc.) to update and distribute information, authorize for action and/or comply with established accounting practices. Researches contracts, suppliers, equipment and regulations, including evaluation of new products, to ensure compliance with budgetary guidelines. Responds to alarm calls on nights/weekends and holidays to ensure that warehouse and offices are secure. Responds to inquiries from a variety of internal and external sources to provide information, direction and/or appropriate referrals.
