Executive Director of Risk Management and Institutional Compliance

Incumbent provides district-wide leadership and oversight of the College’s institutional risk management and compliance programs, ensuring adherence to applicable federal, state, and local laws and regulations, as well as Board Policies, District Regulations, and Operational Procedures. This position fosters a culture of ethics, integrity, accountability, and risk awareness across the institution by providing strategic direction, oversight, and continuous improvement of the College's compliance framework. This role leads compliance program development, regulatory monitoring, policy governance, audits, investigations, education and training, and institutional reporting. Working collaboratively with executive leadership and key stakeholders, the incumbent integrates effective risk management and compliance practices into academic, administrative, and operational functions while proactively identifying, assessing, and mitigate institutional risk to support the College's mission and strategic priorities. Provides strategic leadership for the College's enterprise risk management, institutional compliance, environmental health and safety, insurance, and business continuity programs, ensuring alignment with the College's mission, strategic priorities, and regulatory obligations. Establishes and advances a comprehensive enterprise risk management and institutional compliance framework by developing, implementing, and continuously improving policies, procedures, internal controls, compliance programs, and risk mitigation strategies that promote ethical conduct, accountability, operational resilience, and regulatory compliance. Identifies, assesses, monitors, and mitigates institutional risks across academic, administrative, operational, financial, and safety functions through enterprise-wide risk assessments, compliance monitoring, internal controls, and ongoing evaluation of emerging risks and regulatory requirements. Serves as the College's subject matter expert on institutional risk management and compliance—advising trustees, executive leadership, administrators, faculty, and staff on regulatory obligations, institutional policies, ethical standards, and risk-informed decision-making. Collaborates with executive leadership and campus partners, including Legal Affairs, Human Resources, Finance, Student Affairs, Academic Affairs, Marketing and Communications, the MCC Police Department, and other administrative units to integrate effective risk management and compliance practices into College operations. Develops, recommends, and administers Board policies, District regulations, operational procedures, standards, and protocols to ensure compliance with applicable federal, state, and local laws, accreditation requirements, Board Policies, District Regulations, and institutional best practices. Oversees institutional compliance monitoring, compliance risk assessments, internal audits, regulatory reviews, and external inspections; evaluates findings; directs corrective action plans; and monitors remediation activities to ensure sustained compliance and effective internal controls. Directs investigations involving allegations of noncompliance, misconduct, or regulatory violations, ensuring timely, objective, and well-documented reviews while coordinating with internal and external stakeholders as appropriate. Leads the development, implementation, delivery, and evaluation of institution-wide compliance, ethics, workplace safety, and risk management education programs; ensures required training is completed, documented, and reported while fostering a culture of integrity, accountability, and risk awareness. Oversees the College's insurance and risk programs, including property, casualty, liability, athletic, and other insurance coverages; manages relationships with the insurer and third-party administrator; oversees claims administration and develops strategies to reduce institutional liability, risk, and financial exposure. Directs the College's workers' compensation program by overseeing claims administration, case management, regulatory compliance, third-party administrator performance, workplace injury investigations, return-to-work efforts, and employee education to promote workplace safety and effective claims management. Provides executive oversight of Environmental Health and Safety programs, including occupational safety, hazardous waste management, chemical inventory and disposal compliance, regulatory compliance, workplace inspections, hazard mitigation, and employee safety initiatives to ensure a safe and healthy campus environment. Oversees the College's Motor Vehicle Safety Program and other institutional safety initiatives to ensure compliance with applicable regulations, reduce operational risk, and promote safe work practices. Leads the development, implementation, testing, and continuous improvement of the College's Business Continuity and operational resilience programs to strengthen preparedness, emergency response, and continuity of critical operations. Monitors changes in federal, state, and local laws, regulations, and higher education guidance; evaluates institutional impact; and develops strategies to ensure ongoing compliance and proactive risk mitigation. Establishes departmental goals, priorities, performance measures, and strategic initiatives; directs program planning, implementation, assessment, and continuous improvement to support institutional effectiveness. Develops and administers departmental and assigned program budget; manages financial resources; monitors expenditures; and ensures efficient, responsible stewardship of College resources. Collects, analyzes, and interprets complex operational, compliance, audit, safety, and risk data; prepares executive reports, dashboards, recommendations, and presentations to support informed decision-making by executive leadership and the Board of Trustees. Represents the College in interactions with regulatory agencies, auditors, insurers, legal counsel, healthcare providers, consultants, and other external organizations on matters related to enterprise risk management, institutional compliance, insurance, safety, and regulatory affairs. Performs other duties as assigned consistent with the scope and responsibilities of the position. Minimum Qualifications Master's degree in Business Administration, Public Administration, Higher Education Administration, Risk Management, Compliance, Law, Finance, Human Resources, Occupational Safety, or a closely related field; OR Juris Doctor (J.D.) from an accredited law school or other relevant advanced degree may substitute for the master's degree when combined with applicable professional experience. AND Six (6) years of progressively responsible leadership experience in an enterprise-wide governance function in higher education, government, or other highly regulated industries, with experience in higher education, enterprise risk management, institutional compliance, internal audit, regulatory compliance, environmental health and safety, legal affairs, or a closely related field preferred. Three (3) years of supervisory or management experience leading professional staff, programs, budgets, and strategic initiatives. Preferred Qualifications Project Management Professional and Corporate Compliance and Ethics Professional certifications are preferred, or in the alternative, a commitment to obtaining the PMP and CCEP within reasonable timeframe of employment Experience collaborating with executive leadership and multiple stakeholders to implement strategic initiatives and organizational change Knowledge, Skills and Abilities Knowledge of leadership and managerial principles; Knowledge of budgeting principles and practices; Knowledge of enterprise risk and institutional compliance principles and practices; Knowledge of supervisory principles; Knowledge of insurance terminology; Knowledge of health and safety principles and requirements; Knowledge of risk determination and analysis principles, control, and communication techniques; Knowledge of applicable Federal, State, and local laws, rules, and regulations; Knowledge of investigative techniques; Knowledge of recordkeeping principles; Knowledge of program coordination principles; Knowledge of computers and related software applications; Knowledge of advanced theories and principles related to area of assignment; Knowledge of strategy development principles and procedures; Knowledge of program management and development principles; Knowledge of higher education principles and practices; Skilled in coordinating programs and operations; Skilled in supervising employees; Skilled in interpreting and analyzing applicable Federal, State, and local laws, rules, and regulations; Skilled in conducting investigations, adjustments, and risk assessments; Skilled in developing training programs; Skilled in compiling, analyzing, organizing, and evaluating facts and data and making appropriate recommendations based on findings; Skilled in maintaining records and reports; Skilled in using a computer and related software applications; Skilled in utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others sufficient to exchange or convey information. Physical Requirements Positions in this class typically require feeling, grasping, hearing, fingering, reaching, repetitive motion, standing, talking, visual acuity, and walking. The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly.
