Serving as a Environmental Protection Specialist GS-0028-12/13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of the Associate Director for Training Ops (TOPS)Core Training Operations Directorate (TOPS/CTO) Office of Artesia Operations (TOPS/CTO/OAO) Artesia Administration Division (CTO/OAO/AAD). This position is physically located in Artesia, New Mexico (FLETC-Artesia).

The primary purpose of this position is to manage Environmental and Safety programs, which require planning and oversight of programs.

Typical duties include:

  • Serves as an environmental coordinator. Responsible for planning and developing policy and procedures for the administration of a

    complex and large-scale environmental program.
  • Assures the implementation of environmental protection policies and programs that embrace a range of subjects directly or indirectly concerned with the management of the welfare and protection of people, property and the environment.
  • Conducts formal and informal environmental compliance audits/inspections, analyzes environmental data, and evaluates facilities and/or activities on a continuing basis to identify and resolve deficiencies and to improve compliance relative to applicable environmental laws, regulations and practices
  • Research identifies and recommends actions to prevent or minimize wastes and/or pollution of the environment; plans and implements recommendations that are adopted, including identifying and meeting training needs and necessary procedural changes.

  • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation to ensure Continuity of Operations for Mission Essential Functions.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level III certification; or have the requisite experience to obtain and maintain certification.
  • Must be able to obtain and maintain Hazardous Waste Management Certification.
  • Must be able to obtain and maintain Hazardous Materials Handling Certification DOT49CFR
  • Must be able to obtain and maintain Hazardous Waste Operations Emergency Response (HAZWOPER) Certification and other environmental protection related certifications.

Selective Placement Factor Required : Must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level III certification; or have the requisite experience to obtain and maintain certification.

GS-12 Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: directing, evaluating, and formulating plans and policies for a large scale, complex environmental and safety/occupational health program that encompasses environmental protection related to noise hazards and lead exposure hazards, motor vehicle maintenance/repair facilities, and hazardous materials storage/management including explosives and/or construction.

GS-13 Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: directing, evaluating, and formulating plans and policies for a large scale, complex environmental and safety/occupational health program that encompasses environmental protection related to noise hazards and lead exposure hazards, motor vehicle maintenance/repair facilities, and hazardous materials storage/management including explosives and/or construction.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
