Program Manager, Security Support Services *** Proposal Opportunity

Location: Oak Ridge, Tennessee (full time, on site)

Type: Full-time, W-2. Contingent on contract award

Clearance: Active DOE Q or active Top Secret (Tier 5) required

Start: At contract award (planned early 2027)

Hiring a Program Manager to lead a security support services team of about 46 professionals supporting the U.S. Department of Energy (DOE) Office of Science in Oak Ridge, Tennessee. This position is contingent on contract award.

What you will lead
• Personnel security support: access authorization processing, adjudication support, Human Reliability Program, and HSPD-12 badging
• Classification and information security
• Foreign ownership, control, or influence (FOCI) and facility clearance programs
• Safeguards and security surveys
• Security program budgeting, metrics, and reporting

Responsibilities
• Serve as single point of accountability to the DOE Contracting Officer and Contracting Officer's Representative, with on-site authority over staff and resources
• Lead the team through four working leads: recruiting, onboarding, cross-training, retention, and access authorizations
• Lead the 30-day transition from the incumbent contractor, including incumbent hiring and joint inventories
• Run the quality control program and performance metrics; chair the monthly program management review; deliver required reports and plans
• Maintain worker safety and health (10 CFR 851), workplace substance abuse (10 CFR 707), Service Contract Act, security, classification, and Privacy Act compliance
• Manage on-demand specialty providers ordered under work orders

Required qualifications
• U.S. citizen
• Active DOE Q access authorization, or active Top Secret eligibility based on a current Tier 5 investigation, and the ability to hold a DOE Q for the life of the contract
• Bachelor's degree (four additional years of directly relevant experience may substitute)
• 10 years of security program experience, including at least 5 years managing DOE or other federal safeguards and security support while supervising 25 or more staff
• Measurable results leading security programs of similar scope, such as backlog reductions, audit or inspection outcomes, or transitions with no lapse in service
• Three professional references with direct knowledge of your work
• Willing to commit to the position for at least one year from contract start

Preferred qualifications
• DOE personnel security experience under 10 CFR 710 and DOE Order 472.2 (access authorization, adjudication support, Human Reliability Program, HSPD-12)
• Experience with DOE and federal security systems such as eCAR, NBIS, e-FOCI, SSIMS, FACTS, and USAccess
• Completed DOE National Training Center course PER-099DE
• ASIS CPP or PSP, NCMS ISP, or PMP certification
• Has led a contract transition, including hiring an incumbent workforce
• Lives within commuting distance of Oak Ridge or will relocate before contract start
