Master Data Management (MDM) Architect

Job Description and Duties

HCAI's Office of Technology Services (OTS) is hiring an Information Technology Specialist II – Master Data Management (MDM) Architect to serve as the department's lead expert and technical authority for HCAI's enterprise MDM platform. Reporting to the Data Operations Section Manager (IT Manager I) within the Infrastructure and Data Operations Branch, this role owns the maintenance, operations, and administration of the MDM environment and its mastered data domains — including the Master Patient Index (HPD Member Index), the Provider Organization Index, and other current and future domains such as the Master Facility Index and Master Address Table. As the lead position, the incumbent leads efforts to design and stand up new mastered domains, trains and mentors team members, and partners with programs across the Department to deliver trusted, governed master data in support of HCAI's mission.

Key Responsibilities:

• Own the maintenance, day-to-day operations, and administration of HCAI's enterprise MDM platform and its mastered domains, including the Master Patient Index (HPD Member Index) and Provider Organization Index.
• Configure and maintain matching/linking rules, survivorship logic, golden-record strategies, and enterprise identifier (EID) assignment to ensure data quality, consistency, and accuracy across connected systems.
• Administer the MDM environment — installation, configuration, patching, upgrades, security (RBAC, Zero Trust alignment), monitoring/alerting, and backup/disaster recovery — in partnership with the Security Operations team.
• Lead the design, architecture, and implementation of new mastered domains, translating business requirements into entity models, source mappings, matching strategies, survivorship rules, workflows, and integration specifications.
• Lead root-cause analysis and resolution of MDM production issues, and oversee onboarding/retirement of source systems.
• Serve as the department's recognized MDM expert; train, mentor, and cross-train team members and data stewards, and deliver knowledge-transfer sessions supporting succession planning.
• Advise management and help formulate MDM strategy, standards, and policy, including cost-benefit/ROI analysis for new domains and enhancements.
• Develop and maintain comprehensive documentation, including architecture diagrams, ERDs, process flows, runbooks, and operational procedures.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• 5+ years of progressive IT experience in data, data platform, or data management roles.
• 3+ years of hands-on experience administering and operating a commercial MDM platform (e.g., Informatica MDM, Profisee, Semarchy, IBM, or Reltio).
• 3+ years designing and tuning matching/linking, survivorship, and golden-record logic across multiple mastered domains.
• 3+ years of hands-on experience with the Microsoft SQL Server stack (SQL Server, SSIS/ETL, and enterprise data warehousing).
• 2+ years leading requirements gathering and technical design for new mastered domains or major MDM enhancements.
• Experience with data governance, stewardship models, and data-quality monitoring with measurable improvements.
• Experience with AI-ready data preparation (data quality, metadata, lineage, and feature readiness).
• 2+ years collaborating with infrastructure, cloud, and cybersecurity peers on enterprise data platform deployments.
• Experience mentoring, cross-training, or leading technical staff on a specialized platform.
• Public-sector, healthcare, or regulated-industry experience preferred.
