Position Summary: Tetra Tech is seeking a Program Director to lead the onsite program team supporting a major design and construction program at Nellis Air Force Base. The Program Director serves as the senior day-to-day interface with Government leadership and is accountable for integrated program execution across acquisition support, governance, design and construction management, cost, schedule, risk, project management information systems, security coordination, commissioning, accreditation support, turnover, and closeout. This role requires an experienced leader who can serve as a trusted client advisor while coordinating multiple concurrent design-build efforts in a fast-paced, mission-focused environment. Essential Job Functions: Lead Tetra Tech’s onsite program team and serve as the senior day-to-day interface with Government leadership, mission stakeholders, design-build teams, and other program participants. Establish and manage program governance, including the Program Management Plan, decision rights, recurring working groups, executive reviews, issue escalation, and action tracking. Direct integrated program controls for cost, schedule, risk, change, quality, and performance across multiple simultaneous facility and infrastructure projects. Oversee the development and operation of the Program Management Information System and ensure timely, accurate, and decision-ready program information. Coordinate acquisition, planning, design, early construction, construction oversight, commissioning, secure-space accreditation support, turnover, and closeout activities across the program lifecycle. Build, phase, and manage the program staffing model, leveraging onsite personnel and enterprise reach-back expertise as program needs evolve. Facilitate executive-level communication, stakeholder alignment, issue resolution, and decision-making across the Government, design-build teams, and Tetra Tech. Monitor program performance and ensure work remains aligned with mission requirements, approved scope, schedule, budget, quality, security, and contractual objectives. Required Qualifications: Bachelor’s degree in engineering, architecture, construction management, project management, business, or a related field. 15+ years of progressively responsible experience delivering complex design, construction, infrastructure, or capital programs. Demonstrated experience leading multidisciplinary teams and managing large, multi-project programs. Experience with collaborative design-build, progressive design-build, design-build, or comparable integrated delivery methods. Strong executive communication, stakeholder facilitation, decision-making, issue resolution, and program governance skills. Must be a U.S Citizen At least one year of prior experience in consulting and/or Department of Defense contracting. A valid driver's license and clean driving record is required for this position Preferred Qualifications: Experience supporting the U.S. Air Force, Department of Defense, MILCON, aviation, secure facilities, mission-critical facilities, or other complex Government programs. Project Management Professional certification, Certified Construction Manager credential, Professional Engineer license, Registered Architect license, or comparable professional credential. Experience with PMIS platforms and integrated cost, schedule, risk, change, quality, and performance controls. Experience supporting commissioning, secure-space accreditation, facility turnover, or complex program closeout. Experience developing and managing program staffing plans that combine onsite resources with enterprise or technical reach-back support. The role requires periodic movement between offices, conference spaces, and active design and construction areas. Appropriate site-specific safety practices and personal protective equipment requirements will apply when visiting active project areas. Physical Requirements: Prolonged periods of sitting or standing at a desk and using a computer. Frequent communication in person, by telephone, and electronically. Frequent movement within office, meeting, and project environments. Occasional walking through active project sites, using stairs, bending, and carrying routine office or field materials weighing up to 20 pounds. Additional Information: This is a full-time, onsite position based at Nellis Air Force Base, Nevada. The standard work schedule is generally Monday through Friday during normal business hours. Flexibility may be required for early morning or late meetings, project milestones, critical issues, or extended hours based on program needs. Local travel within the Las Vegas and Nellis area may be required. Occasional travel to other project sites, client locations, or Tetra Tech offices may also be required. The pay range for this position is between $150,000 to $180,000 annually.
