Location: Washington, D.C. Metro Area, with travel to assigned Department of the Air Force installations
Work Arrangement: Centralized or regional management with periodic on-site support


Position Summary

Pivot Path Solutions is seeking a qualified Project Manager to support the Air Force Civil Engineer Center's Financial Improvement and Audit Readiness initiative.

The Project Manager will oversee the day-to-day execution of real property and real estate support activities across an assigned portfolio of Department of the Air Force installations. The position will coordinate staffing, schedules, field assessments, NexGen IT data validation and correction, facility-folder remediation, quality reviews, Government meetings, and contract deliverables.

The Project Manager will work closely with the Program Manager, Government project leadership, installation Real Property Accountability Officers, Real Estate and Master Planning Branch personnel, technical specialists, quality-control personnel, and subcontractor teams. The ideal candidate has experience managing federal real property, installation support, audit-readiness, or data-validation projects involving geographically dispersed teams and concurrent site activities.
Key Responsibilities

• Manage the day-to-day execution of AFCEC FIAR support activities for assigned Air Force installations.
• Serve as the primary project-management contact for assigned installation personnel, technical teams, subcontractors, and Government stakeholders.
• Coordinate project schedules, staffing assignments, site activities, deliverables, dependencies, risks, and corrective actions.
• Support the Program Manager in executing the overall management approach across all awarded locations.
• Coordinate installation kickoff meetings, site in-briefs, monthly progress meetings, ad hoc meetings, technical reviews, and project closeout activities.
• Prepare and distribute meeting agendas, presentation materials, minutes, action items, and status updates.
• Coordinate with installation points of contact to obtain floor plans, facility records, real estate documents, property-boundary information, surveys, studies, and other Government-furnished information.
• Develop and maintain site-specific data-request lists and track missing Government-furnished information.
• Coordinate facility access, stakeholder interviews, physical inspections, fieldwork schedules, NexGen IT access, and documentation reviews.
• Manage real property and real estate assessment teams supporting assigned installations.
• Confirm that assigned personnel understand their responsibilities, schedules, deliverables, reporting requirements, and escalation procedures.
• Monitor progress against the estimated asset workload and priorities established by the Government.
• Track the validation of NexGen IT asset records, facility folders, land parcels, in-grants, out-grants, real estate instruments, and key supporting documentation.
• Coordinate the preparation, review, and submission of installation Validation Reports, findings, discrepancy lists, and recommended corrective actions.
• Coordinate the Government's review of validation findings and track the applicable corrective-action period.
• Ensure Government comments are addressed and approved NexGen IT and facility-folder corrections are completed.
• Verify that deliverables are accurate, complete, traceable, and submitted according to the approved schedule.
• Coordinate technical and quality-control reviews before deliverables are submitted to the Government.
• Identify and escalate staffing, access, data, schedule, technical, quality, travel, and performance risks.
• Develop recovery plans and corrective actions when performance does not meet project requirements.
• Track personnel onboarding, Common Access Card status, DD Form 2875 submissions, NexGen IT access, mandatory training, and installation-access requirements.
• Help ensure uninterrupted staffing and timely replacement of personnel when vacancies or performance issues arise.
• Maintain organized project records, schedules, action logs, risk registers, staffing information, quality records, and deliverable status.
• Support transition activities at carryover locations and help maintain continuity of ongoing services.
• Coordinate travel and on-site support for geographically separated or remote locations when required.
• Provide recurring performance updates to the Program Manager and Pivot Path leadership.
• Maintain productive relationships with Government program, contracting, technical, and installation stakeholders.

Required Qualifications

• At least one year of verifiable experience with Department of the Air Force or Department of Defense real property and real estate business processes and supporting information systems, particularly NexGen IT and CFOA requirements.
• At least one year of verifiable Federal Real Property Accountability experience , including Air Force real property jacket documentation development, editing, analysis, and lifecycle management.
• At least six months of verifiable NexGen IT experience .
• Current NexGen IT access.
• Experience managing federal real property, real estate, facilities, installation-support, audit-readiness, data-validation, or related projects.
• Experience coordinating geographically dispersed personnel or multiple concurrent work locations.
• Experience managing schedules, staffing, deliverables, risks, quality, corrective actions, and customer communications.
• Experience coordinating physical inspections, data collection, records reviews, system updates, or similar site-based activities.
• Ability to prepare clear project-management plans, schedules, briefings, status reports, meeting minutes, action logs, and risk reports.
• Ability to manage multiple priorities and installation schedules with limited supervision.
• Ability to work independently without Government-provided NexGen IT training.
• Strong written, verbal, organizational, analytical, interpersonal, and leadership skills.
• Proficiency with Microsoft Word, Excel, PowerPoint, project-scheduling tools, and electronic document repositories.
• Ability to travel to assigned Air Force installations and geographically separated locations when required.
• U.S. citizenship and the ability to obtain and maintain at least a Secret security clearance.
• Ability to satisfy applicable Government background investigation, facility-access, system-access, identification, training, and security requirements.

Preferred Qualifications

• Three or more years of project-management experience supporting federal real property, real estate, installation civil engineering, financial audit readiness, or related programs.
• Experience supporting AFCEC, a Department of the Air Force installation, or an Air Force Real Property Accountability Office.
• Demonstrated experience managing multiple installation teams or a geographically dispersed portfolio of projects.
• Hands-on knowledge of NexGen IT real property and real estate records.
• Experience supporting CFOA, FIAR, OMB Circular A-123, financial statement audits, corrective-action plans, or internal-control assessments.
• Experience managing physical asset validation, facility-folder remediation, key supporting document development, or real property data correction.
• Experience conducting NexGen data-collection kickoff presentations for field investigations or facility surveys.
• Knowledge of the Air Force Real Estate and Real Property Accountability Handbook and applicable Air Force instructions.
• Project Management Professional, Certified Associate in Project Management, or equivalent project-management certification.
• Current Common Access Card and active NexGen IT access are strongly preferred.

Work Location and Travel Requirements

The Project Manager may perform centralized or regional management from the Washington, D.C. Metro area or another company-approved location. Regular virtual coordination and periodic travel to assigned Department of the Air Force installations will be required.

For the Eareckson workload, the Project Manager may be required to coordinate activities at Joint Base Elmendorf-Richardson and geographically separated locations, including Eareckson Air Station at Shemya, King Salmon, Wake Island, Barter Island LRRS, Cape Lisburne LRRS, Cape Romanzof LRRS, Indiana Mountain LRRS, Tatalina LRRS, Sparrevohn LRRS, and Honolulu.
