- Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to residents and families.
- Directs the work of and manages the nursing staff. Interviews and selects new employees. Provides training, instructions and ongoing training needs. Assigns tasks, reviews work, and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge; oversees nursing schedules to assure they meet resident needs plus regulatory and budgetary standards.
- Assists with scheduling, including updating data in the scheduling software; Adjusts staffing schematics based on census/budget changes.
- Identifies staff development needs; coordinates training with Executive Director/Administrator. Oversees and supervises development and delivery of in-service education to equip nursing staff with sufficient knowledge and skills to provide compassionate, quality care and respect for resident rights.
- Develops and recommends annual operating budget information to the Executive Director/Administrator; forecasts necessary funding for program needs, staff, and equipment. Monitors budget, contracts, services, and other factors to ensure compliance; identifies problem areas and recommends refinements; authorizes expenditures; projects anticipated revenues; and monitors revenues/collections.
- Develops nursing service objectives, policies and procedures and directs the implementation of these objectives. Continuously monitors Federal and State guidelines and requirements, revising procedures accordingly.
- Communicates and interprets policies and procedures to nursing staff; monitors staff practices and implementation.
- Participates in daily or weekly management team meetings to discuss resident status, census changes, personnel, or resident complaints or concerns.
- Exercises overall supervision of resident assessments and care plans.
- Oversees or is responsible for the CNA certification programs, competency testing, and all related records.
- Reviews reports from every unit daily to monitor and ensure timely, effective responses to significant changes in condition, transfers, discharges, use of restraints, unexplained injuries, falls, behavioral episodes, and medication errors.
- Collaborates with physicians, consultants, community agencies, and institutions to improve the quality of services and to resolve identified problems.
- Participates in long- and short-range division planning, directs and reviews progress, and reports results.
- Establishes, implements, and monitors the infection control program designed to provide a safe, sanitary, and comfortable environment designed to prevent the growth and transmission of disease and infection.
- Performs rounds to observe care and to interview staff, residents, families or other interested parties.
- Assists with the preparation for inspection surveys, instructing staff on matters of conduct and disclosure, being interviewed by inspectors, immediate corrections of problems noted by surveyors, etc. Reviews and reinforces important standards previously cited.
- Participates in the preparation of the Plan of Correction response to an inspection survey, and implements any follow-up QA required.
- Communicates directly with residents, families, medical staff, nursing staff, and interdisciplinary team members to coordinate care and services, promote participation in care plans, and maintain a high quality of care and life for residents.
- Promotes customer service and hospitality and responds to and adequately resolves complaints or concerns from residents or families about nursing services.
- Monitors facility incidents and complaints daily to identify those defined as unusual occurrences by State policy and promptly reports such occurrences to the Executive Director/Administrator.
- Monitors complaint reports daily for allegations of potential abuse or neglect, or the loss or misappropriation of resident property, and participates in these investigations.
- Other duties as assigned.
REQUIRED JOB COMPETENCIES
- Knowledge of the principles, standards, practices and techniques of nursing.
- Knowledge of the inherent dangers and precautions to be taken in using drugs and other medication.
- Knowledge of treatment, assessment, immunization and related medical services for patients in area of assignment.
- Knowledge of local and state rules, regulations, procedures and policies pertaining to nursing services.
- Knowledge of electronic records systems.
- Comprehensive knowledge of nursing home administration principles and practices.
- Comprehensive knowledge of the long-term care facility laws and regulations.
- Knowledge of nursing home finance practices and reimbursement processes.
- Knowledge of the County and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
- Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
- Ability to effectively utilize the principles of strategic and long and short-range planning.
- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures, and techniques for resolution of issues.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to develop department goals and objectives.
- Ability to plan, develop, implement, and evaluate projects and programs.
- Ability to develop, interpret, and implement regulations, policies, procedures, written instructions, general correspondence, and other department-specific documents.
- Ability to prepare, recommend, and monitor an operating budget, including line-item budgeting.
- Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
- Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
- Ability to instruct and train in methods and procedures.
- Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
- Ability to establish and maintain accurate records of assigned activities and operations.
- Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.

- Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.

- Skill in researching and understanding complex written materials.
- Ability to prepare and maintain accurate and concise records and reports.

- Ability to work the allocated hours of the position and respond after hours as needed.
- This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
- Hearing is required to perceive information in moderately loud conditions.
- Work frequently requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and occasionally requires exposure to fumes or airborne particles.
- May work in any area of the facility.
- May be subject to exposure to infectious wastes, diseases, and medical conditions.
- Work is primarily in a health care setting where specialized resident programs are implemented.
- Work environment includes exposure to infectious agents, chemical agents, and resident behaviors.
