HEALTH SERVICES MANAGER
GENERAL OBJECTIVE: To provide oversight of the Health, Mental Health, and Disabilities services for the Agency to ensure that appropriate services are delivered to enrolled children and families in accordance with Federal Head Start Performance Standards, Oregon regulations, and Agency policies and procedures; to lead and supervise Health Services Advocates and Mental Health Specialists.

PAY GRADE:
Component Oversight:
- Provide overall supervision and coordination of birth to five Child Health, Early Childhood Mental Health, and Early Intervention/Early Childhood Special Education services coordination in accordance with Federal Performance Standards, Oregon Pre-Kindergarten regulations, and Oregon Department of Early Learning and Care regulations.
- Manage and lead Health Services Advocates and Mental Health Specialists.
- Develop and maintain health, mental health, and disability component policy/procedures and systems to ensure efficient and effective service delivery to children and families.
- Work with the Child Development Services Director in overall component planning, problem solving, personnel issues, and decision-making.
- Collaborate with local Health Department officials to meet state or local requirements on communicable disease surveillance, exclusion, and notifications. Oversee communicable disease reporting/follow-up internally and with external partners.
- Use component data to inform changes to program priorities, develop training, and professional development activities for staff responsible for health, mental health, and disability component work, in alignment with the Agency’s Strategic Plan.
Planning, Monitoring, and Reporting:
- Oversee and manage service delivery of all health, mental health, and disability information for Head Start and Early Head Start:
- Ensure that student health, developmental and behavioral screenings are completed within 45 days of program entry; health appraisals and oral health assessments are completed; and a health status determination is made within 90 days of enrollment for enrolled children; source of medical and dental care is established within 30 days of enrollment.
- Identify and monitor children with health concerns; develop written protocols/care plans using parent and health provider information; and train staff on implementation of individualized health care plans (if holding an active RN license). Ensure children with health care needs receive on-going support and care.
- Ensure system for implementing and monitoring child temporary illness exclusion.
- Ensure appropriate follow-up is completed in a timely manner for children with identified physical health, nutrition, oral health, mental health, and disability concerns, through procedures, practices, staff training, and ongoing monitoring.
- Collaborate with Home-Based Services to ensure at least one prenatal and one postpartum home visit within 2 weeks of newborn delivery are completed for expecting parents enrolled in Early Head Start.
- Identify and monitor children with special diet needs.
- Ensure obtainment and review of child health histories, nutrition assessments, health appraisals, well-child exams, and oral health assessments for enrolled children, and conduct follow-up assessments or health planning when indicated.
- Oversee and ensure monitoring of child immunization requirements and exclusions per state requirements.
- Develop, monitor, and evaluate data systems to track performance of health, mental health, and disability components in meeting Head Start Program Performance Standards and Oregon licensing requirements.
- Ensure timely and accurate record keeping of IFSP related services for enrolled children (referrals to CESD, evaluations, eligibility determinations, disability diagnosis, and established IFSP).
- Provide and ensure timely and accurate data for monthly and end of year reports (Manage By Information, Program Status, Oregon Pre-Kindergarten, Annual Self-Assessment and Risk Analysis, etc.).
Collaboration and Training:
- Train Health Services team members and other staff as needed to accurately perform vision, hearing, and growth assessments.
- Train Health Services team in utilizing EC Web to obtain disability services related documents generated by CESD and store in ChildPlus appropriately.
- Support staff in reviewing and using health, mental health, and disability data in ChildPlus to manage caseloads efficiently, and to individualize services to children and families for improved outcomes.
- Collaborate with other Component Managers and staff to plan and implement parent education on health, mental health, and disability related topics.
- Collaborate with other managers on cross component integration to improve service provision and outcomes for children and families.
- Collaborate with Education and Home-Based Services Managers to ensure effective coordination of early intervention/early childhood special education services through the Agency’s partnership with Clackamas Education Service District.
- Collaborate with Nutrition Services Manager and contracted Registered Dietician to meet the special diet needs of enrolled children.
- Collaborate with Site Supervisors to monitor temporary illness exclusion and child illness absences.
- Develop, coordinate, and/or deliver staff training on health-related topics including but not limited to health and school readiness connections, short term exclusions, medication administration, medication intake, nutrition and oral health practices/interventions, health insurance access, ChildPlus data entry, mental health consultation, early intervention, and child behavioral health topics.
Leadership and Supervision:
- Plan and facilitate regular team meetings and individual supportive supervision meetings in accordance with current Supportive Supervision Procedure with Health Services Advocates and Mental Health Specialists.
- Develop and nurture relationships with non-health team staff who are responsible for child health, mental health, and disability outcomes.
- Attend scheduled Management Team meetings and training and participate in special committees as needed.
- Direct health, mental health, and disability component annual self-assessment process, and actively participate in agency community assessment, strategic planning and communication initiatives.
- Evaluate performance of Health Services Advocates and Mental Health Specialists.
- Identify and support professional development opportunities for Health Services Advocates and Mental Health Specialists.
Community Outreach/Partnerships:
- Facilitate and direct Health and Mental Health Services Advisory Committee meetings at least annually.
- Develop and maintain relationships with external service providers and community partners that support comprehensive health, mental health, and disability services of enrolled children.
- Participate in scheduled Interdisciplinary Service Meetings for enrolled children and complete assigned follow-up tasks in timely manner, as appropriate.
- Collaborate with CESD for nursing services required for enrolled children with an IFSP.
- Coordinate with contracted nursing agency, as needed.
- Serve on external community work groups to advance agency objectives and increase agency visibility in the community.
- Establish partnership agreements to enhance and improve comprehensive, quality services to children and families in our program.
- Regularly attend meetings/events with key community partners including All Smiles/Neighborhood Health Centers (NHC), Oregon Health Authority (OHA), Local Public Health Authority (LPHA), Women, Infants and Children (WIC), Elks Vision Screening Program, and Clackamas Education Service District (CESD).

Requirements:JOB QUALIFICATIONS:
Education and Experience:
- Bachelor's degree in public health, nursing, health education, health administration, human development or related field, with an emphasis on community health and nutrition; or an equivalent combination of education (minimum of an associate’s degree in one of those fields) and experience with willingness to obtain additional training as requested. Active Oregon RN license strongly preferred.
- Three years of experience working with children and families, preferably in a health and/or nutrition related position.
- Knowledge of, or ability to learn, information about local community resources which provide health and nutrition services to low-income families.
- Knowledge of child development, family health, nutrition, and essential factors influencing physical and behavioral health.
- Experience working with adults from a diverse population in a helping or teaching capacity.
- Knowledge of Head Start is desirable.

- Ability to clearly articulate the program's goals and philosophy, and the role of the Health component.
- Leadership ability in the areas of planning, organizing, supervising, and implementing program design.
- Ability to work cooperatively as a member of a team.
- Demonstrates initiative and resourcefulness in work activities.
- Ability to positively interact with families of various cultural and socio-economic backgrounds.
- Ability to possess and maintain a valid driver’s license and insured vehicle available for use on the job (or have alternative transportation).
- Ability to possess and maintain compliance with State of Oregon Criminal Background Registry.
- Ability to possess and maintain current First Aid/CPR certification.
