Title - Financial Management Analyst Client: U.S. Department of Health and Human Services (HHS) Location: Rockville, Maryland (Hybrid/Onsite as Required) Position Type: Full Time
Position Overview
The Financial Management Analyst will provide comprehensive financial management, internal controls, risk assessment, audit readiness, and compliance support services to AHRQ. The analyst will assist the agency in meeting federal financial management requirements by supporting all phases of Office of Management and Budget (OMB) Circular A-123 compliance activities, including Appendices A, B, C, and D. This role requires expertise in federal financial management, internal controls, risk management, audit support, and financial reporting within a federal agency environment.
The successful candidate will support AHRQ''s efforts to identify and mitigate financial risks, strengthen internal controls, ensure compliance with federal regulations, and maintain audit readiness in accordance with HHS, OMB, and federal financial management requirements.
Key Responsibilities
Financial Risk Management & Internal Controls
Perform financial risk assessment activities and maintain the OMB Circular A-123 Risk Assessment Heat Map by major transaction cycle.
Conduct risk identification, analysis, and evaluation activities to support agency-wide financial management objectives.
Assess and document Internal Controls over Financial Reporting (ICOFR).
Update and maintain key entity-level controls and transaction-cycle controls.
Develop, review, and update cycle memoranda and supporting control documentation.
Perform entity-level control assessments and update internal control management and evaluation tools.
OMB Circular A-123 Compliance
Provide support for all phases of OMB Circular A-123 Appendices A, B, C, and D.
Support the assessment, testing, documentation, and reporting of internal controls.
Document ICOFR assessment progress and track all known FMFIA deficiencies through A-123 Progress Reports.
Prepare initial and final Statements of Assurance (SoA).
Support compliance activities related to the Federal Managers’ Financial Integrity Act (FMFIA).
Audit & Compliance Support
Provide audit support services to ensure compliance with statutory, regulatory, and HHS policy requirements.
Support financial statement reviews and audit readiness initiatives.
Assist with HHS Integrity Act reviews and OMB A-123 audit activities.
Review, validate, and update Federal Financial Management Improvement Act (FFMIA) compliance documentation.
Support HHS Appendix D and Systems Compliance Act requirements.
Coordinate with auditors and agency stakeholders to address audit requests and findings.
Corrective Action Management
Develop, track, and monitor Corrective Action Plans (CAPs).
Maintain and update Control Deficiency Logs (CDLs).
Monitor remediation efforts and provide status updates on corrective actions.
Assist management in implementing effective corrective measures to address identified control weaknesses.
Reporting & Documentation
Prepare and maintain required financial management documentation, reports, and supporting evidence.
Develop reports and submissions required by HHS, OMB, ASFR, PSC, and other federal oversight organizations.
Provide status reports, analysis, and recommendations to agency leadership.
Maintain complete and accurate records supporting compliance and audit activities.
Deliverables
The contractor shall provide the following deliverables:
Develop and submit a comprehensive Work Plan, including a complete list of tasks, within four (4) weeks of contract award for approval by the AHRQ Executive Officer.
Prepare and distribute weekly meeting minutes documenting discussions, action items, decisions, and follow-up activities.
Participate in recurring and ad hoc meetings to discuss project status, ongoing activities, risks, and challenges.
Submit monthly progress reports summarizing completed activities, milestones achieved, issues encountered, corrective actions taken, and planned next steps.
Provide all required documentation, reports, assessments, and compliance artifacts in accordance with federal and HHS requirements.
Minimum Qualifications
Financial Management Analyst I & II
Minimum of ten (10) years of experience in federal financial management, accounting, internal controls, auditing, risk management, or related disciplines.
Demonstrated experience supporting federal agencies with financial management and internal control programs.
Proven experience performing OMB Circular A-123 assessments and compliance activities.
Experience with Internal Controls over Financial Reporting (ICOFR), FMFIA, FFMIA, and federal audit support.
Experience developing and monitoring Corrective Action Plans (CAPs) and Control Deficiency Logs (CDLs).
Knowledge of federal financial management regulations, policies, and procedures.
Strong analytical, documentation, reporting, and communication skills.
Preferred Qualifications
Experience supporting HHS Operating Divisions (OPDIVs), AHRQ, or similar federal healthcare agencies.
Experience with HHS Integrity Act requirements and financial statement review processes.
Knowledge of HHS financial management systems and compliance frameworks.
Professional certifications such as CPA, CGFM, CISA, CIA, PMP, or equivalent are highly desirable.
Required Experience
Demonstrated experience supporting a federal agency comparable in size and complexity to AHRQ, or direct experience supporting AHRQ programs.
Demonstrated experience supporting a federal agency with an annual operating budget or total yearly expenditures of $340 million or greater.
Experience preparing executive-level reports, compliance documentation, and audit support materials for federal leadership and oversight organizations.
