Position Summary:
The purpose of this position is to perform a variety of complex technical and administrative work in a typical office setting and in the field inspecting and enforcing compliance with, laws, regulations, and ordinances relative to the installation and operation of boilers, elevators, air conditioning systems, refrigeration systems, pressure and process piping, fuel gas systems, amusement rides, and related and allied equipment and installations - public or private.

Required Education & Experience:
High School Diploma or GED supplemented by five(5) years' experience as a Licensed Mechanic, two (2) years' experience in theinspection of High-Rise/Multifamily buildings and two (2) years' experienceperforming plan review; or any acceptable related combination of education andexperience. All appropriate certifications for the position in the mechanicaltrade/discipline as designated under the provisions of the Florida BuildingCode and Miami Dade County Chapter 8.
Licenses and/or Certifications:
Master Mechanical Contractor license in the State of Florida or Miami Dade County. Mechanical Inspector certification in the State of Florida and Miami-Dade County required. Plan Reviewer certification in the State of Florida and a valid Florida Driver's license required. Must meet all other licensure requirements set forth by the Miami-Dade County Chapter 8 and the Board of Rules and Appeals. Physical Requirements & Working Conditions:

Additional Information:
Dental and Vision Insurance The City pays 100% of the cost for employee coverage for dental DHMO plan and the vision plan and 50% of the cost for dependent coverage for dental DHMO plan and the vision plan. Dental and vision insurance are mandatory for employees.
The City offers a DHMO dental plan through United Health Care. A PPO Dental plan is available as an upgraded option. The City offers a PPO vision plan through EyeMed.
Life Insurance The City provides group term life insurance coverage for employees as follows:
• General Employees - One times the amount of employee's annual salary or $25,000, whichever is greater.
• Department Heads - Two times the amount of employee's annual salary.
Long Term Disability The City provides each employee with long term disability insurance and accidental death and dismemberment insurance at no cost.
Workers Compensation The City may provide full salary to employees injured on the job for a period of up to 13 weeks, (in lieu of the 2/3 salary offered by the state). Thereafter, employees must seek supplemental pay through the City provided Long-Term Disability Plan.
Cafeteria Plan The City offers employees optional pre-tax insurance plans (Section 125) through AFLAC. Plans include cancer insurance, short-term disability insurance, and more. Also offered is a Flexible Spending Account, which can be used to put money aside, pre-tax, for planned medical/dental expenses, and for childcare expenses. Retirement Employees are automatically enrolled in one of two retirement plans, depending upon hire date and position. The plans are as follows:

ICMA-RC (now MissionSquare Retirement) :
General Employees: All eligible employees hired before November 2002 were enrolled in the ICMA Plan. This plan is not open to newly hired employees. Under this plan, the City contributes 11% and the employee 4% to a retirement investment plan. Employees are fully vested after 3 years. Senior Management Employees: All eligible employees hired before November 2002 were enrolled in the ICMA Plan. This plan is only open to certain positions which are not designated and/or classified under FRS. Under this plan, the City contributes 11% and the employee 6% to a retirement investment plan. Employees are fully vested after 3 years.
An optional Section 457 tax deferred savings program is available to employees who wish to supplement future retirement income. The plan allows employees to put aside a portion of their earnings pre-tax each pay period, through payroll deduction, into an account for their retirement and reduce the amount of earnings that is currently taxable.
Sick Leave Employee earn twelve (12) sick days per calendar year on a prorated basis (1.846 per week).
Vacation Leave
Employees earn vacation leave on a pro-rated basis as follows:
• General Employees: 10 days per year (1.539 hours per week).
• Department Heads - Fifteen (15) days per year (2.308 hours per week) Vacation accruals are increased incrementally thereafter, as per City policy.
Holidays Employees are compensated for twelve (12) Federal holidays per year. These include New Year's Day, Martin Luther King's Birthday, President's Day, Police Appreciation Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day .

- Performs systematic site inspections of skilled trades work for new and existing construction within the city, to ensure compliance with all applicable city, county, state and federal code and regulatory requirements in the mechanical trade.
- Verifies compliance with approved building permits, plans and specifications; reviews and approves work of completed projects.
- Collaborates with independent contractors and subcontractors, engineers, architects, homeowners, and internal administrative support to ensure all required documentation is completed and submitted for approval of requested permits and licenses.
- Reads, interprets, and performs reviews of blue prints and specifications for construction plans and designs, to ensure compliance with all applicable city, county, state and federal code and regulatory requirements in the mechanical trade.
- Identifies compliance problems and issues code violations; meet with violators and general public to explain and interpret applicable codes and advises violator of expected time frame to correct infraction; performs re-inspection to determine if corrections have been made to achieve compliance.
- Issues written violations of codes; makes re-inspection to determine if corrections have been made to achieve compliance.
- Reviews, maintains and updates all files, documents, records and reports of inspections activities and findings.
- Communicates with Building Official and Chief Mechanical Inspector on any structural problems, code issues or regulatory requirements that have not been resolved.
- Maintains current knowledge of trends and regulatory developments for application to functional areas under charge; attends annual continuing education courses for re-certification.
- Performs other related duties as assigned.
- Knowledge of current codes and regulatory standards governing the state's building construction industry in the mechanical trade/discipline. Knowledge of all functions relevant to the processing and approval of building construction projects in the respective trade/discipline e.g., plans review, licensing, permitting, and inspections.
- Skill in the review and interpretation of construction project plans, and the technical interpretation of applicable construction codes and regulatory standards. Skill in written communications for the effective development and presentation of departmental reports and modifications to established codes and ordinances.
- Ability to understand and follow written and oral instructions. Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards. Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines. Ability to read, update and maintain various records and files. Ability to access, operate and maintain various software applications. Ability to clearly communicate information both verbally and in writing.
