Job Summary:

ODS is seeking a Budget Analyst to support FPS management of revenue from Protective Security Officer and technical countermeasure security fees. The position analyzes billing, collections, obligations, expenditures, and financial data and supports revenue reporting and the migration to G-Invoicing.
Location: Washington, DC  
Salary: $82,500-$87,500

Responsibilities/Duties:

• Analyze revenue estimation, billing, collection, aged receivables, obligations, expenditures, monthly closeout, and related revenue management activities.
• Develop and support recommendations to improve Zone revenue oversight; compare monthly collections with billed amounts and coordinate collection activities with Headquarters Financial Management Division and the Burlington Finance Center.
• Coordinate monthly billing file questions with FPS Headquarters, research customer questions, and prepare analyses and responses to billing issues.
• Work with regional and Headquarters revenue teams to refine reporting and develop a monthly dashboard of East Zone revenue activities.
• Lead documentation of the G-Invoicing migration assessment, including current processes, potential improvements, a Headquarters-coordinated customer communication strategy, and workload analysis for steady-state operations.
• Maintain accurate budget files for assigned contracts and develop desktop guides for revenue processes.
• Research and reconcile outstanding SWA issues; analyze billing accuracy under Federal direction and reconcile financial system and contract writing system data.
• Assist with preparation of the Open Commitment Report for monthly meetings and monitor the Budget Microsoft Outlook inbox for contract modifications and requisitions.

Qualifications:

• Experience with budget analysis, revenue management, billing, collections, obligations, expenditures, and financial reconciliation.
• Experience researching and resolving billing discrepancies, aged receivables, and financial data discrepancies.
• Ability to analyze the full revenue lifecycle, reconcile financial and contract data, and research billing and collection discrepancies.
• Ability to prepare financial dashboards, budget reports, process documentation, and customer responses.
• Knowledge and skills to support G-Invoicing process assessment, workload analysis, and stakeholder communication.
• Proficiency with Government financial and procurement software relevant to assigned duties.
• Communicate effectively orally and in writing; interpret and follow policies, regulations, and directives. Use Microsoft Office, including Excel macros, pivot tables, charts, graphs, and simple and complex formulas; support databases and SharePoint as assigned.
• Ability to satisfy DHS suitability and background investigation requirements under HSPD-12 and obtain the required favorable Entry on Duty or fitness determination for unescorted access. U.S. citizenship is normally required for DHS systems access unless DHS approves an exception.
• Work on site Monday–Friday with scheduling flexibility within the 7:00 a.m.–7:00 p.m. core window. Local travel may be required. Alternative work locations require Government authorization.
• Protect sensitive information and possess the knowledge and skills to meet applicable Section 508 accessibility requirements for assigned deliverables.

Education/Certifications:

• High School Diploma or GED.
• Bachelor’s degree preferred in Finance, Accounting, Business Administration, Economics, or a related field .
• Bachelor’s degree or equivalent combination of education and directly relevant experience.
