Overview This position is an RFP position and is contingent upon contract award. GbOSS - Goldbelt Operations Support Services, LLC offers expert construction, renovation, and support services. GbOSS acts as a general contractor assisting federal clients and is 8(a) certified. Summary The Construction Inspector (CI) provides on‑site oversight, inspection, and quality assurance for construction, renovation, and repair activities supporting the U.S. Coast Guard Risk Management Framework (RMF). The CI ensures all work complies with contract requirements, applicable building codes, safety standards, and Coast Guard specifications. Duties include documenting progress, identifying deficiencies, and serving as a technical liaison between project stakeholders, contractors, and personnel. Responsibilities Perform inspection duties including monitoring contractor QA/QC programs and inspecting U.S. Coast Guard facilities for maintenance issues. Ensure construction is in accordance with plans and specifications. Conduct on‑site inspections and provide written reports. Review equipment and material submittals, progress charts, quality control (QC) and safety plans, and other work plans. Photograph construction progress and file records appropriately. Monitor the contractor’s quality control program for compliance. Research and identify design or construction problems, providing recommendations to the USCG Construction Project Manager/Contracting Officer’s Representative/Contracting Officer. Witness acceptance testing, commissioning, and participate in inspections. Perform inspections of construction and USCG facilities. Meet with the USCG to communicate changes to work or schedule constraints. Review daily contractor reports and prepare reports. Monitor job‑site safety and compliance. Maintain an updated file of approved submittals and monitor their implementation. Maintain field records such as correspondence, daily reports, test results, waste disposal receipts, progress payments, and modifications. Assist in resolving technical issues, including RFIs and DCRs, and review progress schedules. Prepare supporting information for proposed modifications. Prepare field sketches and measurements, recommending solutions to the USCG COR. Maintain current contract plans and specifications with executed modifications. Ensure contractor maintains as‑built drawings and updates schedules. Conduct labor interviews when directed. Perform pre‑construction plan reviews. Transfer documents, O&M manuals, spare parts, tools, as‑built drawings, keys, and guarantees to the Coast Guard. Monitor compliance with environmental protection requirements, reporting non‑compliance to the COR and contractor. Keep the COR fully informed of technical or contractual difficulties encountered. Review payment requests/invoices and provide recommendations. Analyze and make recommendations on cost estimates and schedule impacts of construction changes. Perform additional duties as needed. Qualifications In‑depth knowledge of construction principles, techniques, and safety standards. Ability to read and interpret construction drawings, specifications, and technical documentation. Strong verbal and written communication skills. Proficiency in Microsoft Office and basic construction management/reporting tools. Minimum Qualifications Completion of specified training courses within 120 days of contract award (or recertification if necessary): Contractor’s Quality Management course (CQM‑C) from an authorized vendor (Associated General Contractors, Associated Builders and Contractors, or online training meeting USACE/NAVFAC CQM‑C). 30‑hour OSHA Certification (CI must carry Department of Labor card). Alaska Certified Erosion and Sediment Control Lead (AK‑CESCL) Certification. Construction Industry 8‑hour Confined Spaces Entry Certification. Engineer's/Architect qualifications: ABET‑accredited 4‑year Architecture/Engineering/Construction Management Degree. At least 5 years of total experience inspecting or managing multiple construction contracts involving multiple disciplines/trades. At least 3 years of construction oversight experience within the last 7 years on projects with a construction dollar value of approximately $500k‑$5M per project. QA/QC inspector experience and knowledge of managing multi‑trade construction projects. Experienced Tradesperson qualifications: High‑school level education. At least 10 years of experience in construction management, supervision, facility management, or quality control. At least 5 years of construction oversight experience within the last 10 years on projects with a construction dollar value of approximately $500k‑$5M per project. Experience as a construction superintendent with both supervision and QA/QC duties. Experience with building systems and managing all building trades, subcontracts, and construction safety. Requirements for all Construction Inspectors: Experience with design‑build or design‑bid‑build contracts. Hands‑on experience inspecting facilities and construction for compliance with contract requirements. Physical ability to climb, maintain balance, use hands and arms, stand, kneel, bend, crawl, or crouch for extended periods, and adequate vision. Must meet all HSPD‑12 requirements, including eligibility for a Tier I/SF‑85 background investigation and issuance of a Common Access Card (CAC) through TASS. Preferred Qualifications Associate’s or Bachelor’s degree in Construction Management, Engineering, or a related field. Experience with federal, military, or government construction projects.
