Job Overview Environmental Programs Specialist – Full time, Regular – Compensation: Environmental Program Specialist I (R20A) – $52,258 per year; Environmental Program Specialist II (R20B) – $56,074 per year. The Oklahoma Water Resources Board manages the state’s water resources and infrastructure. Responsibilities Coordinate and manage project planning activities for infrastructure initiatives funded through the Clean Water State Revolving Fund Program (CWSRF), including preparation of environmental review documents and ensuring compliance with applicable federal and state environmental regulations, policies, and permitting requirements. Serve as a liaison between agency personnel, engineering consultants, local government representatives, contractors, and project managers to support project development, environmental review coordination, funding eligibility, scheduling, and successful project implementation. Collect, organize, analyze, and maintain project and compliance data within the Environmental Protection Agency reporting platforms, databases, and internal tracking systems to ensure accuracy, completeness, and timely submission of required information. Prepare, review, and submit annual National Information Management System (NIMS) reports, ensuring all program data and performance metrics comply with federal reporting standards and deadlines. Develop and compile the annual Intended Use Plan (IUP) and Annual Report for the CWSRF Program in accordance with federal regulations, guidance documents, and program objectives, including coordination of stakeholder input, financial data, and project priority information. Assemble documentation, records, and supporting materials required for annual compliance reviews conducted by the Environmental Protection Agency, and assist with responding to findings, requests for information, and corrective action items as necessary. Provide comprehensive administrative and programmatic support for daily operations of the CWSRF Program, including scheduling meetings, maintaining records, preparing correspondence and presentations, assisting with policy and procedure updates, and supporting special projects or initiatives as assigned. Travel: Regular travel for field work, training, and conference attendance is required; overnight travel may be necessary. Knowledge, Skills, and Abilities Strong communications skills; knowledge of environmental quality and sanitation principles, biological, microbiological, radiological, and chemical analysis; environmental problems; sample collection; laboratory methodologies; complaint investigations; survey and inspection of environmental and sanitary conditions; consumer protection; epidemiology; water and air quality regulations; hydrological and geological survey methods; and the principles of ground and surface water geology and hydrology. Ability to operate and maintain monitoring and detection equipment; write technical reports; collect samples; apply research methodologies; read and interpret plans and specifications of proposed facilities. Effective oral and written communication; establish and maintain professional working relationships with others. Proficient with Microsoft Office Suite; possess good interpersonal and customer‑management skills. Education and Experience LevelI: Bachelor’s degree with at least 24 semester hours in physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health, or civil, agricultural, environmental, geological, or chemical engineering. LevelII: Same education requirements plus one year of professional experience in one of the areas listed; or a master’s degree in a qualifying area. Additional Requirements Must be authorized to work in the U.S. without current or future employer sponsorship. This position does not offer visa sponsorship.
