Job Description

This role oversees a federal construction renovation project at a naval base, focusing on the replacement of condensate lines in an existing building. The Quality Control Manager / Superintendent manages day-to-day field operations, enforces quality and safety standards, coordinates multiple subcontractors, and ensures compliance with federal and USACE requirements on a 2nd shift schedule.

Responsibilities

• Oversee and manage the day-to-day operational activities of a construction renovation project at a naval base, with primary focus on Building 4 condensate line replacement.
• Review the project scope of work in detail and ensure all activities align with contract documents, specifications, and applicable codes and standards.
• Uphold and enforce strict quality control standards across all phases of work, including documentation, inspections, and testing.
• Coordinate and supervise multiple subcontractors on site, ensuring their work is sequenced, safe, and compliant with project requirements.
• Monitor and manage construction activities related to the protection of workstations and government property during construction operations.
• Oversee erection of scaffolding, ensuring it is installed and used safely and in accordance with applicable regulations and project requirements.
• Supervise the removal and replacement of limited ceiling tile and grid systems as part of the condensate line replacement scope.
• Manage and monitor asbestos abatement activities to ensure they are performed safely and in compliance with regulatory and project requirements.
• Oversee the removal and replacement of existing condensate lines, including both Phase 1 (3" to 5" lines) and Phase 2 (3" and smaller lines).
• Ensure proper testing of new condensate lines, including coordination of inspections and documentation of results.
• Oversee the insulation of new condensate lines to meet project specifications and performance requirements.
• Track and report project progress, preparing updates and speaking on status, issues, and upcoming work in project meetings.
• Identify potential quality, safety, and schedule issues early and work with the project team to develop and implement corrective actions.
• Ensure all work is performed in accordance with USACE quality control requirements, EM 385-1-1 safety standards, and OSHA regulations.
• Maintain accurate daily reports, quality control documentation, and other required records for federal contract compliance.
• Communicate clearly and consistently with project managers, superintendents, subcontractors, and base personnel to coordinate work and resolve issues.
• Support and promote a strong safety culture on site, ensuring all personnel follow established safety procedures and requirements.
• Participate in and lead project meetings as needed, representing field operations and quality control activities.
• Provide technical guidance in the field, helping resolve construction issues and ensuring work is executed correctly the first time.

Essential Skills

• Extensive quality control experience in construction, with the ability to implement and manage a formal quality control program on federal projects.
• Minimum 7–8 years of large commercial construction experience.
• At least 3–4 years of federal construction experience preferred, with additional federal experience considered a strong advantage.
• Proven ability to oversee and manage multiple subcontractors on an active construction site.
• Strong technical knowledge of building systems and construction means and methods, particularly related to mechanical piping and interior renovations.
• High level of communication skills, with the ability to clearly present project status, issues, and plans in meetings and written reports.
• OSHA 30-hour construction safety certification (OSHA 30) required.
• US Army Corps of Engineers (USACE) Quality Control Manager (QCM) certification required.
• EM 385-1-1 training or certification required.
• Ability to enforce and adhere to EM 385-1-1 and OSHA requirements on an active federal job site.
• Capability to read, interpret, and apply construction drawings, specifications, and federal contract requirements.
• Ability to work 2nd shift hours from 2:30 p.m. to 11:00 p.m.
• Eligibility to work on a secure federal installation, including the ability to meet requirements and citizenship eligibility.

Additional Skills & Qualifications

• Prior experience working on federal contracts and projects located on military bases in the DMV region.
• Experience coordinating work in occupied or sensitive facilities, including protecting existing workstations and government property during construction.
• Experience in projects involving scaffolding, ceiling systems, mechanical piping, and asbestos abatement.
• Demonstrated ability to maintain detailed documentation for quality control, testing, and inspections on federal projects.
• Strong problem-solving skills with a proactive approach to identifying and resolving field issues.
• Ability to collaborate effectively with project managers, other superintendents, and government representatives.
• Interest in long-term work with a well-established contractor that focuses on federal projects and bases throughout the region.

Work Environment

Work takes place on site at a naval base, primarily within an existing building undergoing renovation and condensate line replacement. The project includes activities such as scaffolding erection, ceiling tile and grid removal and replacement, asbestos abatement, and mechanical piping work. The position operates on a 2nd shift schedule, typically from 2:30 p.m. to 11:00 p.m. You will work closely alongside another superintendent and receive regular site visits from a project manager. The environment is a secure federal facility, requiring adherence to base access rules, safety regulations, and project-specific procedures. Field work is hands-on and construction-focused, with a strong emphasis on safety, quality control, and coordination among multiple subcontractors. Attire is typical for a construction site and must comply with safety requirements, including appropriate personal protective equipment as needed.

This is a Contract position based out of Philadelphia, PA.

The pay range for this position is $44.00 - $57.69/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
