Job Overview:
Montana Department of Public Health and Human Services has an internally developed medical billing system which supports the Reimbursement Unit of the Business and Financial Services Division by centralizing the billing of insurance payers as well as private patient accounts for five of the State's seven healthcare facilities. This system is primarily written in Oracle Forms and Reports (currently version 12c) although extensive PL/SQL packages are maintained in the database as well (Oracle 19c). There is a backlog of production support and enhancement requests for these systems. Our current full-time staff is unable to keep up with the maintenance requests for this as well as the other Oracle Forms/Reports based applications that the Department supports. This system will be replaced in a few years with a new vendor-provided EHR system but we need additional assistance with the maintenance until that time. The Montana Department of Public Health and Human Services is seeking a contracted resource for software engineering supporting the maintenance and ultimate replacement of internal medical billing, Oracle Forms and Reports-based application(s). Experience with medical billing and/or accounting is preferred but not required. This individual will also be responsible for documenting business rules and system requirements of the legacy MICRS system in preparation for system replacement.
Background:
MICRS is a 20-year-old, internally developed application for medical billing at the DPHHS facilities. It holds resident records, including their insurance information and services received at the facility, and produces bills to the appropriate payor. The technology stack includes both database-side batch PL/SQL processes and front-end
Oracle Forms and Reports code.
Successful CEP Candidate Responsibilities:
• Maintain the operational system with data and programming fixes.
• Enhance the existing medical billing system.
• Document business requirements to assist with ultimate replacement by COTS EHR system.
Knowledge, Skills and Abilities - Please demonstrate knowledge in submission.
• Knowledge of Oracle PL/SQL programming, both in client and database server.
• Knowledge of accounting preferred.
• Knowledge of medical billing preferred.
• Knowledge of software development lifecycle (SDLC).
• Solid oral and strong written communication skills.
Experience Requirements:
• 3 years minimum Oracle PL/SQL experience.
• 3 years minimum Oracle Forms/Reports (prefer 12c+) experience.
• Experience with git or subversion version control.
• Experience with a modern reporting tool (such as Tableau, PowerBI, Pentaho).
