Job Description and Duties

Come work for CDFW's Office of Spill Prevention and Response (OSPR), an international leader in oil spill prevention, preparedness, response, and restoration. OSPR is hiring an Analyst III in the Preparedness Branch to manage the review, evaluation, approval, and maintenance of vessel oil spill contingency plans. We are seeking applicants with strong leadership, communication, and analytical skills who can build effective working relationships with a diverse community of colleagues and partners.

This position is on an office-centered hybrid office/telework schedule, reporting to the office four days a week.

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

In order to be eligible for this position, you must either be transfer eligible or take and pass the following exam.

Working Conditions

Ability to use a computer keyboard for several hours a day. Travel is required (approximately 10 days per year) to attend meetings, trainings, drills, and exercises.

OSPR is a 24-hour oil and pollution spill response organization. The incumbent in this position may be required to participate in spill prevention and response training, drills, and incidents throughout California, and must be available to deploy or travel with short notice for extended periods of time, up to seven (7) days or more, via private or public transportation. Incumbents in designated response roles are expected to keep their state-issued cellphone on and accessible and to respond to response-related communications as practicable. Public engagement events or field work may require irregular hours, the wearing of a DFW-issued uniform, and operation of state vehicles with a valid California driver's license.

• The oil and maritime industries in California and/or response to oil spills or other emergencies.

• Leadership and oversight of complex projects or programs that include coordination across multiple programs and/or disciplines to ensure that organizational objectives, goals, and timelines are met.

• Managing databases and spreadsheets to record information, track progress, and ensure quality control.

• Reviewing, evaluating, and providing feedback on documents submitted by a regulated community for completeness, accuracy, and regulatory compliance. Please highlight your experience in leadership/coordination roles where you have been responsible for ensuring application of consistent standards and processes among a team.

• Communicating and engaging with varied audiences with different backgrounds, experiences, or cultures.
