Capital Budget Analyst (Budget & Management Analyst I/II/III)

Job Overview This position announcement will be used to fill a full time, permanent Capital Budget Analyst (Budget and Management Analyst I, II, or III) position within the Budget Office with Anne Arundel County Government. The Office of the Budget is responsible for the formulation of the budget in accordance with the procedures set out in Article VII of the County Charter, including the control of positions; research on economic trends and long term fiscal plans; the study of the organization, methods and procedures of each office, department, board, commission, institution and agency of the County government; the submission to the Chief Administrative Officer of periodic reports on their efficiency and economy, and such other duties and functions as may be assigned by the Chief Administrative Officer or by ordinance of the County Council. The Office of the Budget is directed by the Budget Officer, who is appointed by the elected County Executive, and who reports directly to the Chief Administrative Officer. The Budget Officer is responsible, upon his own initiative or upon request, for assisting agencies in the preparation of their budgets and in improving budget execution and reducing costs. The Office of the Budget includes nine full time analytical positions including this vacancy, in addition to the Budget Officer. All analytical positions are in the classified service (i.e., the merit system). Eight incumbents include a Budget Administrator, an Assistant Budget Officer, two Senior Budget and Management Analyst, three Budget and Management Analyst IIIs, and a Management Assistant II. This position is responsible professional work in analyzing and developing capital budgets and improved managerial organization and practices. The Budget and Management Analyst I is 'entry' level class; The Budget and Management Analyst II is the 'developmental' level class, while the Budget and Management Analyst III is the 'full performance' level class. As Budget and Management Analyst series employees gain experience, they are given more complex assignments and are expected to work more independently. Generally, the only difference between assignments given to a Budget and Management Analyst II or III is the level of complexity and the level of supervision required. This vacancy is for a Capital Budget Analyst. Work involves reviewing, presenting, providing support for capital budget administrator, conducting management studies, and serving on a variety of capital budget related committees such as planning advisory board (PAB). There is extensive contact with department heads, elected officials and representatives from the media, the public and other public sector officials. Responsibilities Perform analysis of capital budget data in order to facilitate review and decision making at the highest levels of the organization. Support the production of the Capital Budget and Program in accordance with County Charter provisions. Summarize capital budget requests and present recommendations to the Sr Capital Budget Analyst, Budget Administrator, Budget Officer, County Executive, Planning Advisory Board and County Council providing supporting information. Review and analyze various complex departmental capital budget requests and supplemental materials in order to formulate recommendations. Maintain and support the capital budget preparation system. Coordinate with the Office of Information Technology, Public Works, and Board of Education to ensure the distributed data entry system is accessible to all required staff. Perform all database management functions associated with the preparation of this system for each year’s capital budget process, including the rollover of prior approved budgets and programs, inclusion of mid year budget amendments and closed projects adjustments, and all other data integrity procedures. Monitor capital budgets through close communication with departmental representatives, purchasing, and finance staff to ensure that all revenues and expenditures are consistent with the approved capital budget. Provide staff support to the Sr Capital Budget Analyst which involves coordinating with other departments regarding regular and ad-hoc presentations. Assist departmental representatives with complex issues as they arise and provide financial guidance in the daily management of the capital budget and program. Review requests, initiate introduction, and present all capital project amendments during the fiscal year to the Planning Advisory Board and County Council, providing supporting information, explanation of recommendations as appropriate. Maintain extensive contacts with department officials, central data processing personnel, other applicable county staffs, and governmental and private specialists in related fields. Perform related work as required. Knowledge, Skills, and Abilities Thorough knowledge of the principles and practices of business and public organization and management. Considerable knowledge of the principles and practices of public finance administration. Ability to analyze complex departmental budget requirements, programs, policies, procedures, and operations. Ability to establish and maintain effective working relationships with county officials, employees, and the public. Ability to organize and effectively present oral and written reports of findings and recommendations. Compensation and Qualifications Budget & Management Analyst I $64,191 - $124,695 Education: Graduation from an accredited four year college or university, with major coursework in public or business administration, finance, or accounting. Experience: Two (2) or more years of experience in public management or finance administration. Budget & Management Analyst II $74,445 - $144,607 Education: Graduation from an accredited four year college or university, with major coursework in public or business administration, finance, or accounting, supplemented by graduate study in business or public management. Experience: Two (2) or more years of technical experience in public management or finance administration. Budget & Management Analyst III $86,336 - $167,706 Education: A graduate degree in public or business administration. Experience: Broad and diversified experience in public management and financial administration, including one (1) or more years of supervisory experience. NOTE: The supervisory experience may be substituted with one (1) year of experience in public management and financial administration directly related to public sector budget experience. NOTE: This position requires a thorough background check. Preferences Capital budget development and analysis experience. Proficient in Microsoft Excel and Microsoft Access applications. Strong problem solving, technical, financial, and analytical skills. Effective communication and teamwork skills. High degree of accuracy and attention to detail.
