Clinician - ORR

Overview Under general supervision, the Clinician provides trauma-informed mental health services to unaccompanied children (UC) in care under the Office of Refugee Resettlement (ORR) program. This position is responsible for conducting clinical assessments, developing individualized treatment plans, providing individual and group therapy, crisis intervention, and ongoing support to promote the emotional well‑being and adjustment of youth. The Clinician ensures that all therapeutic services meet ORR, federal, and state licensing standards and are consistent with professional ethical and clinical best practices. Responsibilities Provide trauma-informed individual, group, and family therapy to unaccompanied children in care. Conduct comprehensive psychosocial assessments, including risk and trauma evaluations, within required ORR timelines. Develop individualized treatment and service plans in collaboration with youth, case managers, and interdisciplinary team members. Maintain regular progress notes, session documentation, and treatment updates in compliance with ORR and agency standards. Deliver therapeutic interventions that promote resilience, cultural adjustment, and healthy coping skills. Monitor youth for signs of distress, trauma responses, or mental health needs and intervene promptly when necessary. Facilitate psychoeducation and support groups on topics such as stress management, grief, self-esteem, and coping with change. Participate actively in weekly case review meetings with case management, medical, education, and youth care teams. Collaborate with case managers and ORR representatives to ensure timely reunification and appropriate clinical recommendations. Provide consultation and training to staff on trauma‑informed care, behavior management, and mental health awareness. Coordinate referrals for psychiatric evaluation, specialized services, or external mental health care as needed. Support family reunification efforts through clinical recommendations, family sessions, and communication with sponsors when appropriate. Maintain accurate, timely, and confidential clinical documentation in accordance with ORR, agency, and licensing requirements. Complete all required assessments, safety plans, and reports within established deadlines. Ensure adherence to professional ethics, confidentiality, and mandatory reporting laws. Participate in internal and external audits or monitoring visits as required. Attend all required ORR and agency trainings, including trauma‑informed care, crisis intervention, and child protection. Engage in regular clinical supervision and seek consultation when handling complex cases. Stay current with research and best practices related to child trauma, migration, and culturally responsive clinical care. Maintain active progress toward licensure if not yet licensed, meeting all state and agency requirements. Participate in and provide support groups and classes to the community and clients of the agency (based on position). Maintain a welcoming environment for families and other community partners. Ensure compliance with HIPAA and PII privacy and security requirements. Perform other duties as assigned. Reporting To: Lead Clinician Hiring Rate of Pay: $75,000 per year Requirements Master’s or Doctorate degree from an accredited college or university in psychology, social work, counseling, marriage and family therapy, or a related behavioral discipline that includes clinical experience as part of the program. Licensed or license‑eligible in the state of employment (e.g., LCSW, LMFT, LPC, LPCC, Psy.D., Ph.D., etc.). Non‑licensed clinicians must be actively pursuing licensure and must obtain licensure within three (3) years of employment. Minimum 2 years of postgraduate clinical experience preferred, ideally with children, youth, or trauma survivors. Bi‑lingual Spanish required. Demonstrated understanding of trauma‑informed care and culturally competent therapeutic approaches. Strong communication, documentation, and interpersonal skills. Ability to maintain composure and sound judgment in crisis situations. Be able to obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice. Must be available full‑time and able to adjust work day/work week to provide services when clients and families need them, which can routinely include evenings and occasionally weekends, in order to ensure coordination and continuity of services. Demonstrate the Understanding of the importance of compliance with HIPAA privacy practices. Ability to work independently and as part of a team, strong conflict resolution, communication and organizational skills; with great attention to detail. Ability to adhere to our attendance and punctuality policy. Must pass and remain current in CPR/First Aid. Must be able to effectively utilize computers and basic computer software. Must meet Licensing (or contract if not FFA position) and insurance requirements. Must have a valid Driver’s License and a good driving record. Must be at least 18 years old with at least 2 years of driving experience. Must pass a drug screen, physical exam, and Tuberculosis skin test. Foster Family Agency experience preferred. There may be situations where the employee will have to care for the personal needs of infants and children such as managing personal accidents/bathroom support, feeding and, cleaning up infants and children. The employee may be working outside for periods of time in all seasons of weather. Employees will be required to drive a motor vehicle.
