The primary purpose of this position is: To serve as Air Force Mortuary Affairs (AFMAO) Safety and Occupational Health Program Manager responsible for management of AFMAO safety programs reporting to Air Force and other agencies.

Duties

Help

1. Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health.
2. Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary based on interpretation of policies, standards, and regulations.
3. Provides technical safety training/instruction to supervisors, employees, and/or division safety representatives on a wide range of work operations areas, such as traffic/ground safety techniques, proper storage of hazardous materials, common Port Mortuary hazards, and building evacuation procedures.
4. Participates in formal investigations of reportable and non-reportable mishaps involving personal injury accidents and property damage, covering a wide range of work operations.
5. Prepares recurring and special reports for operational missions.

• Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

• Work may occasionally require travel away from the normal duty station via aircraft or vehicle. Employee may be required to drive a government vehicle. An appropriate and valid driver's license is required
• Employee may be required to work extended or other than normal duty hours to include evening and weekends, due to exercises, natural disaster, hazardous emergencies and/or real-world contingencies. Overtime may be required.
• Must be able to respond to emergencies within a reasonable amount of time as directed by leadership. May be required to carry AFMAO provided cell phone/PDA after normal duty hours
• Work may involve working around human remains, formaldehyde with associated sights and smells
• This position is key. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the Federal Agency effectively

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources for mission of AFMAO; Comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health (e.g., identifying, evaluating, and recommending methods of controlling a wide variety of industrial hazards related to the full range of work operations); Comprehensive knowledge of the body of laws, regulations, policies, and procedures related to safety and occupational health to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing project safety and occupational health objectives; and explaining the reasons and purposes for applying corrective measures and procedures, minimizing or abating environmental hazards.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Air Force, HAF, and AFMAO program goals and objectives to include numerous established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the FOA's occupational safety program. Requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupations safety problems/health risks, formal reporting procedures, and risk assessment methods/techniques for evaluating normal safety and occupational health risks.
2. Knowledge of communication techniques, principles, and regulations to communicate effectively both verbally and in writing to negotiate complex issues, respond to inquiries, and maintain good working relationships.Knowledge of standard training techniques, methods, and materials sufficient to prepare and present formal training and instructional sessions.
3. Skill in gathering, assembling, and analyzing facts and data; while developing conclusions, identifying trends, alternatives and solutions, and making recommendations to apply process improvement principles to resolve problems. Skill in planning and coordinating difficult and complex problems and use cross-functional systems such as GDSS with mission tracking. Knowledge of support organizations and interrelationships among those programs.
4. Ability to plan, organize work, and meet timelines and suspense dates.
5. Knowledge of AMC Command and Control mission monitoring and AMC transportation systems, air operations systems, flight operations, communications, security, and weather data programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
