Job Description

Reporting to the Public Health Information Network Unit Supervisor under general supervision of the DMI Program Manager / OHI Portfolio Manager, the person in this position will architect, develop, research, implement, and development in support of work that has already been planned and scheduled in Office of Health Informatics (OHI).

Responsibilities

• This position will perform lead Application Architecture functions for Public Health Data Systems – including creating data system and data flow documentation and performing system development and testing tasks - for the OHI supported PAMs (Program Area Modules):
• Wisconsin Early Hearing Detection and intervention Tracking Referral and Coordination (WETRAC), Wisconsin Birth Defects Registry (WBDR), and Covid Connect 2 which supports federal/state/local public health needs.
• Additionally, this contractor will work closely with the programs to provide ongoing support and maintenance of the legacy PAMs in support of PHIN and DPH programmatic business needs.
• This position will support the team located in the DOTS (Data Operations and Technical Services) section in OHI and will work closely with agency staffs working on this effort and as part of a larger team of collaborators be involved with program management of other OHI efforts as they arise.
• This contractor will work closely with FHS staff working on the applications listed above.
• The Application Architect IV will work with other team members to design, modify, develop, test, write and implement the application components for further analysis.
• This position will work as part of a larger team of collaborators that support numerous DPH data system needs.

Position Services Required

• Work closely with DHS program area staffs that will provide information regarding business requirements, the current technical environment and information regarding existing data systems.
• Deliver updated implementation & support plans and technical specifications document within one month of hire.
• Perform lead system design, development, and testing tasks for the OHI Data Modernization Initiative projects.

Experience

• Identifying business requirements from stakeholders on the project
• Develop technical design documents
• Estimation of project tasks
• Analysis of project tasks based on the received requirements
• Designing the entire system based on the received requirements
• Development of entire project from initiating to delivery and support project postproduction release.
• Review code, design, and requirements between other team members
• Code deployment to development and all other upper environments
• Support all levels of necessary testing including but not limited to unit, UAT, regression and Integration Testing
• Ensure performance tuning / Issues resolution
• Provide knowledge transfer to client
• Complete tasks in timeline provided by Project manager using Agile methodologies
